Discuss, consider and take appropriate action on approving the purchase #202432 of VOTEC Election Management and Compliance System (VEMACS) and Ballot Board annual licenses, maintenance, and support from VOTEC Corporation for the Williamson County Elections Department in the amount of $105,113.80 and exempting VOTEC Corporation from competitive bidding requirements per Texas Local Government Code Section 262.024(a)(7)(D) discretionary exemption for captive replacement parts or components for equipment.
 

Background

The VOTEC Election Management and Compliance System (VEMACS) is an election management platform that the Williamson County Elections Department currently uses to manage voter registration.  As an add-on module to VEMACS, the Elections Department uses the Ballot Board Signature Verification Module, which is used in the processing of ballots by mail received annually for multiple elections. Purchase recommendation is for FY 24.  Funding source is 01.0100.0492.004506 for FY24.  Department contacts are Judith Ritchie and Vikki Farrow.
