Discuss, consider and take appropriate action on HIPAA Business Associates Agreement between Williamson County and the Williamson County and Cities Health District. 

Background

The 2023-2025 Williamson County Community Health Improvement Plan (CHIP) lists "Mental Health and Well-being" as a top health priority of the county. Two objectives of the CHIP are "to reduce the stigma of seeking behavioral health services by increasing public awareness that mental healthcare is an important part of overall healthcare and wellness." (Goal BHTF 3) and "Williamson County will work with mental health providers, non-profits, churches, schools, first responders, and the justice system to increase knowledge of risk factors of suicide and lifesaving resources available" (Goal BHTF 4).  One strategy identified to help achieve these goals was to establish a subcommittee to increase knowledge of risk factors of suicide and lifesaving resources available.  The outline of a Suicide Fatality Review Committee that can help accomplish these goals is below: 

Mission: To review Williamson County suicide fatality data, to discuss and develop actions to improve agency and organizational suicide prevention measures
Vision: A system that excels in providing suicide fatality prevention efforts
Why: Suicide fatality is a growing, preventable cause of death in our county and the entire country. In 2021 in Williamson County, suicide was among the top ten leading causes of death for people age 10-64, and the 2nd leading cause of death for persons ages 10-14 and 20-34. Suicide mortality rates across the state of Texas have increased by over 36% over the past ten years. Local resources and support are available to those who are struggling, but a rising local suicide fatality rate indicates there is more that can and should be done to ensure appropriate and timely connection to care and to deter suicidal behavior.
