Discuss, consider, and take appropriate action on awarding RFP #23RFP55 Computer-Aided Dispatch (CAD), Mobile Data System (MDS) and Law Enforcement Records Management System (LERMS) software to Intergraph Corporation through its Hexagon Safety, Infrastructure & Geospatial for the project amount of $6,362,550.00 for implementation and first-year maintenance of OnCall Dispatch and Records Implementation, HxGN Connect Cloud Program and HxGN Connect Implementation Services with annual recurring maintenance as follows and authorize execution of the agreement.  P604 Public Safety Software Suite.

Background

Williamson County received five (5) submissions from eighty-two (82) document takers and advertised through Bonfire, the County's Solicitation platform, to over two thousand ninety-seven (2,097) vendors seeking proposals from experienced companies.  Williamson County, Texas (County) requested fixed price proposals with the intent of awarding a contract for a computer-aided dispatch (CAD), mobile data system (MDS), and Law Enforcement Records Management System (LERMS) software to be utilized in emergency communications centers and by emergency responders in the field.  Williamson County expects that CAD, MDS, and LERMS will be fully functional, and in use in jurisdictions of comparable size and scope. All systems are sought under this request for proposal (RFP) with the expectation of being multi-agency and multi-jurisdictional.  The awarded vendor is to be capable of providing a fully integrated operational turnkey system that is configurable and includes installation, training, testing, user documentation, and cutover/operational support during post-go-live reliability testing.  Awarded vendor to provide system warranty and maintenance, including system update services that include all third-party services and interfaces. The evaluation team participated in the initial evaluation and scoring of 5 vendors.  The team continued with scheduled demonstrations with 3 finalists and participated in field research and tours of comparable systems.  The contract is for five (5) years.  Optional Annual Recurring Fees for years 6-10 are available and outlined in the contract.  Origination #1972.  Funding Source: P604 Public Safety Software Suite.  Vendor is publicly traded, no 1295 required.
