Discuss, consider and take appropriate action on a line item transfer for the Parks Department.
Background
The Parks Department is requesting additional temp labor funds for an Expo Maintenance Technician. HR has proposed an hourly rate of $18.09/hr. In calculating 29 hours per week for 12 weeks, the funding needed is $6,300. HR and Budget have reviewed and are recommending a transfer from full-time salaries (surplus has been identified due to vacancies) to temp labor.
Backstory:
-We have 8 FTEs, which include our admin position.
-In addition, we do utilize temp labor from a local temp service, paid from the 4100 line item (professional services). This service is pretty good for front-line "labor", but historically they are intermittent labor and not trained to operate equipment and keep arena dirt managed per requirements.
-Two full-time employees are out on FMLA with medical issues; returning to work may include limitations.
-The busy season for the Expo started this past week and will continue through November/early December. And by busy season, I mean that the vast majority of events occurring between now and late November/early December involve significant time and effort to flip the facility between events. Very labor-intensive with panel set-ups and clean up afterward shoveling shavings, for example.
-We do have a budget for the Temp Labor - Seasonal Help (1107) line item for Quarry Splash Pad attendants but will likely spend all those funds.
