BE IT REMEMBERED that at 9:34 A.M. on MONDAY, MARCH 28, 2022, a SPECIAL SESSION of the Commissioners Court of Williamson County, Texas, was held with the following being present, to-wit:

Discuss, consider and take appropriate action on extending a Declaration of a Local State of Disaster for Williamson County, Texas issued by Williamson County Judge Bill Gravell, Jr. on March 21, 2022 in relation to the severe weather event consisting of multiple tornados, high winds and severe thunderstorms experienced in Williamson County, Texas on said date (Pursuant to §418.108(b) of the Texas Government Code).

Motion by: Commissioner Precinct 4 Russ Boles 
Second by: Commissioner Precinct 3 Valerie Covey 

Motion: To extend a Declaration of a Local State of Disaster for Williamson County, Texas issued by Williamson County Judge Bill Gravell, Jr. on March 21, 2022 to April 27, 2022, in relation to the severe weather event consisting of multiple tornados, high winds and severe thunderstorms experienced in Williamson County, Texas on said date (Pursuant to §418.108(b) of the Texas Government Code).

Discuss, consider and take appropriate action on waiving the (1) surcharge fee of 14.5% under Section 3.3(a) of the Landfill Operation Agreement; (2) 2% of the Tip Fee under Section 2.9(c) of the Landfill Operation Agreement; (3) 1% of the Tip Fee under Section 3.5(a) of the Landfill Operation Agreement; (4) 2% of the Tip Fee under Section 3.5(d) of the Landfill Operation Agreement; and (5) 1% of the Tip Fee under Section 2.16(a) of the Landfill Operation Agreement to preserve public health and safety in relation to the collection by the City of Round Rock and its waste collection contractor, Central Texas Refuse, of debris resulting from property damage caused by the severe tornadic weather event in Round Rock on March 21, 2022, with such waivers continuing until April 9, 2022.

Motion: To waive the (1) surcharge fee of 14.5% under Section 3.3(a) of the Landfill Operation Agreement; (2) 2% of the Tip Fee under Section 2.9(c) of the Landfill Operation Agreement; (3) 1% of the Tip Fee under Section 3.5(a) of the Landfill Operation Agreement; (4) 2% of the Tip Fee under Section 3.5(d) of the Landfill Operation Agreement; and (5) 1% of the Tip Fee under Section 2.16(a) of the Landfill Operation Agreement to preserve public health and safety in relation to the collection by the City of Round Rock and its waste collection contractor, Central Texas Refuse, of debris resulting from property damage caused by the severe tornadic weather event in Round Rock on March 21, 2022, with such waivers effective March 22, 2022 through April 9, 2022.

Discuss, consider and take appropriate action on approving the appropriation of the County’s tip fee exclusion for up to 750 tons of Acceptable Waste under Section 3.1(b) of the Landfill Operation Agreement for debris collection resulting from property damage caused by the severe tornadic weather event in the unincorporated areas of Williamson County, with such appropriation continuing until April 9, 2022.
 

Motion by: Commissioner Precinct 4 Russ Boles 
Second by: Commissioner Precinct 3 Valerie Covey 

Motion: To approve the appropriation of the County’s tip fee exclusion for up to 750 tons of acceptable waste under Section 3.1(b) of the Landfill Operation Agreement for debris collection resulting from property damage caused by the severe tornadic weather event in the unincorporated areas of Williamson County, with such appropriation effective March 22, 2022 through April 9, 2022.
