BE IT REMEMBERED that at 1:04 P.M. on WEDNESDAY, SEPTEMBER 3, 2025, a REGULAR SESSION of the Commissioners Court of Williamson County, Texas, was held with the following being present, to-wit:

Discuss, consider and take appropriate action on the 2025-2026 General Fund Budget.
General Counsel to Williamson County Commissioners Court Hal Hawes addressed the Court.
 

Motion by: Commissioner Precinct 3 Valerie Covey 
Second by: Commissioner Precinct 4 Russ Boles 

Motion:To remove Sheriff's Office Vehicle #SB2567 which was received prior to the end of September from the FY2025-2026 General Fund Budget at a savings of $86,572.00.

General Counsel to Williamson County Commissioners Court Hal Hawes addressed the Court.
County Auditor Julie Kiley addressed the Court.
 

Motion by: Commissioner Precinct 2 Cynthia Long 
Second by: County Judge Steven Snell 

Motion:To remove five million dollars ($5,000,000.00) from Long Range Transportation Plan (LRTP) of the FY2025-2026 Road and Bridge Fund Budget.

Motion failed on a 1-3-1 vote.

Motion:To approve the 2025-2026 Debt Service Fund Budget of $222,704,539.00 by a record vote..

1:00 PM Hold a Public Hearing on the proposed 2025 total tax rate of $0.413776 per $100 of valuation for Williamson County and Williamson County R/FM.

COMMISSIONERS COURT RECONVENED FROM THE PUBLIC HEARING AT 2:15 P.M. ON TUESDAY, SEPTEMBER 3, 2025.

Discuss, consider, and take appropriate action regarding the adoption of the 2025 Tax Rates for Williamson County General Fund (M&O), Debt Service (I&S), and Road and Bridge(R/FM) Funds.
 

Motion by: Commissioner Precinct 3 Valerie Covey 
Second by: Commissioner Precinct 1 Terry Cook 

Motion:That the total property tax rate be increased by the adoption of a tax rate of 41.3776 cents per $100 of valuation by a record vote, which is effectively an 8.82% increase in the tax rate; being comprised of the following rates:
A Maintenance and Operations fund tax rate of 22.2547 cents per $100 of valuation
A Debt Service fund tax rate of 14.69 cents per $100 of valuation
A Road and Bridge Fund tax rate of 4.4329 cents per $100 of valuation

Motion by: Commissioner Precinct 2 Cynthia Long 
Second by: Commissioner Precinct 3 Valerie Covey 

Motion:To approve the terms of the Resolution Agreement regarding Joe Salazar, including authorization of payment per the terms of the Agreement in the total amount of $60,000.00, and to authorize the Commissioners Court’s presiding officer to execute settlement documents, if any, approved as to form by General Counsel and/or outside counsel.

Comments from Commissioners.
 

Commissioner Precinct 2 Cynthia Long thanked the budget office, auditor's office, Tax Assessor-Collector, the other members of the Court and the whole team for their work on this difficult process.

Commissioner Precinct 3 Valerie Covey thanked the budget department, the auditor, and the rest of the team for their hard work. She also announced that she recently celebrated her 40th anniversary, and is blessed to have Mark as a spouse.

County Judge Steven Snell echoed the previous comments and thanked everyone for another excellent job. He also announced that he and Commissioner Cook attended a Food Summit earlier in the day in Austin.

Commissioner Precinct 4 Russ Boles thanked Tax Assessor-Collector Larry Gaddes, and the rest of the team for their hard work. He also announced that the Fire Marshal and Wildfire Task Force are fighting a fire in Granger, and wished them safety.
