Reason for Recommended Action/Background

Dignity Health, Sutter Health, and Yolo County Health & Human Services Agency collaborated with the intention to purchase a Mobile Medical Unit, for use by an ongoing provider of community-based healthcare services.  The goal is to provide appropriate services and service linkages to decrease severity and chronicity of otherwise manageable healthcare conditions for typically unserved or underserved individuals throughout Yolo County by providing behavioral, physical, and dental health services.

Funding for this Agreement is intended to cover startup costs and operations over a 24-month period. After the 24-month period, CommuniCare shall have created a fiscally sustainable model of care to continue these services. Funding sources that can be used toward this goal include, but are not limited to, Medi-Cal billing for behavioral health, physical health, and dental.

The primary vehicle during the first portion of the project will be an All-Wheel Drive (AWD) Van to serve as a base for backpack medicine. This vehicle will be able to navigate off-road locations to service clients and will accommodate inside standing, providing space for sheltered and confidential interventions.  There will be a second, larger vehicle, that will be utilized for more intensive medical services holding more space and equipment.  It is anticipated that this vehicle will be designed and outfitted in collaboration with CommuniCare Health Centers.

Competitive Bid Process

On March 10, 2021, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community-based organizations to provide Mobile Medicine Services. The RFP was open for 6 weeks, and staff offered potential bidders an opportunity to ask questions during a Mandatory Bidders’ Conference on March 19, 2021. 
 
HHSA received one proposal from this solicitation. The proposal submitted by CommuniCare Health Centers, Inc. was selected as the top choice by all members of the Review Committee and was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

No general funds are required by this action. These services will be funded by an allocation received from Dignity Health and Sutter Health. The total amount of this action is $611,053.50 for the period of September 1, 2021, through August 31, 2023. The amount of $254,605.63 is included in the HHSA adopted budget for fiscal year 2021-22. The related funding will be included in the requested budget process for future fiscal years.
