Recommended Action
- Approve first amendment to Agreement No. 21-12 with Fremouw Environmental Services for liquid waste disposal at the Yolo County Central Landfill; and
- Authorize the Chair of the Board of Supervisors to sign the amendment.

Reason for Recommended Action/Background
Liquid wastes have been a key component of the landfill business model for the last decade. Typically, liquid wastes are received at one of the landfill's class 2 (double lined) surface impoundments where the liquid is treated (aerated), solids are removed and the remaining liquid is either evaporated or discharged to the adjacent wastewater treatment plant. The currently adopted liquid waste fees represent the cost of this service.
More recently, the landfill began the operation of an anaerobic composting facility to transform organic wastes (yard waste and food waste) into compost while generating biogas that can be used to generate electricity. Additionally, the division is nearing completion of an in-vessel digester facility to process food waste and generate biogas, which can be used to generate electricity. The operation of these two facilities will allow a unique opportunity to utilize certain liquid waste (such as agricultural liquids, grease traps, etc) to accelerate the composting process and increase biogas production. The costs to utilize these sorts of liquid waste are less than the general waste streams received at the landfill.
At the January 12, 2021 Board meeting, the Board approved an agreement with Fremouw for a reduced disposal rate for grease trap waste with the intent that this liquid would be utilized in both the Anaerobic Composter and In-Vessel Digester facilities. To date, Fremouw has delivered the required amount of liquid waste, and results from its use have been positive. The attached amendment would extend this rate structure to additional waste streams, provided they to can be utilized in the facilities.
