Approve agreement with The Regents of the University of California in the amount of $50,000 for the period of July 1, 2021, through November 30, 2023, for the provision of the Yolo County Family Poverty Reduction Pilot.

Reason for Recommended Action/Background

Yolo County Health and Human Services Agency (HHSA) is planning to launch a poverty reduction program for families that will move them above the California Poverty Measure.
 
Through the agreement attached to this staff report, Yolo County will partner with a University research team to evaluate the program outcomes and will seek additional funds for the comprehensive analysis and evaluation of program efficacy.  By collaborating with the University, the costs of launching the pilot will significantly reduce the cost to the County as the University is providing a significant amount of in-kind contributions.
 
Another research team will work with Yolo County to seek additional funding for analysis and to investigate longer-term research goals that aim to answer whether an investment in a guaranteed income program will 1.) Improve the economic future, health, and wellbeing of families and children, 2.) Decrease reliance on social services and their affiliated costs.
 
In the period of 2016-2018, Yolo County had the third-highest poverty rate in the state. Staff recommends approval of this agreement, which seeks solutions for CalWORKs dependent families in gaining self-sufficiency while lowering the poverty rate in the County.

No general funds are required by this action. These services will be funded by CalWORKs HSP. The total amount of this action is $50,000 for the period of July 1, 2021, through November 30, 2023. The amount of $50,000 is included in the HHSA adopted budget for fiscal year 2021-22.
