Adopt resolutions designating the County Administrator, Assistant County Administrator and/or Chief Deputy County Administrator as the authorized agents for the purpose of applying for and administering the federal Emergency Management Performance Grant funding along with funding authorized under SB 129 as managed through the California Governor's Office of Emergency Services for federal fiscal year 2021. Recommended Action
- Adopt resolutions designating the County Administrator, Assistant County Administrator and/or Chief Deputy County Administrator as the authorized agent for the purpose of applying for and administering the federal Emergency Management Performance Grant American Rescue Plan Act (EMPG-ARPA) funding along with funding authorized under SB 129, Chapter 69, Statutes 2021, Item Number 069-101-0001 for FY 2021 as managed through the California Governor's Office of Emergency Services; and
- Authorize signatory authority to County Administrator, Assistant County Administrator and/or Chief Deputy County Administrator for the grant application, claims, progress reporting and grant fund disbursement.

Reason for Recommended Action/Background
The California Governor's Office of Emergency Services (Cal OES) sub-grants federal funding for the Emergency Services Performance Grant and acts as a pass-through for other state funds to local jurisdictions throughout the state. For each year's grant application process, Cal OES requires that the local governing board of each subgrantee jurisdiction designate an authorized agent to execute the necessary documents to obtain and administer the available federal funding. This designation will allow the Yolo Operational Area to continue to receive available funding during federal fiscal year 2021 and to apply for future funds as they become available.
