Recommended Action
- Approve fourth amendment to Agreement No. 16-194 with WellPath to add funding in the amount of $133,529.14 by adding $88,568.94 of County General Funds and $44,960.20 of Medication Assisted Treatment (MAT) funds for Fiscal Year 2021-22 for a new contract maximum of $20,069,587.14, for the provision of comprehensive medical services to the detainees of the Yolo County Jail and Juvenile Detention Facility for the term of December 1, 2016 through June 30, 2022; and revise and clarify contract language; and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise monthly optional extensions up to $260,249.91 per month and 2) issue related optional notices. Please see Section 2 of Att. A. Fourth Amendment.

Reason for Recommended Action/Background
Yolo County is mandated to provide effective and quality comprehensive medical health services to detainees of the Yolo County JDF. In an effort to provide high quality care to often over-looked population and for continuous compliance with federal and state regulations, HHSA along with the Probation Department and Sheriff’s Department have reviewed the services provided to this population and explored options to better serve detainees in the County.
This amendment is adding Medication Assisted Treatment (MAT) Services. MAT services use FDA-approved medications, in combination with counseling and behavioral therapies, to treat substance use disorders as a medical disorder. The MAT program provides addiction treatment and recovery within correctional facilities. MAT provides opioid addiction and other substance use disorders in more than 70 correctional facilities.
With the ongoing pandemic, an increase in the average daily jail population, and the recognition by multiple county departments that increased MAT support is critical, the need for additional medical and behavioral health services in the jail has increased over the past year. In order to meet the current needs of the inmate population, HHSA has worked with Wellpath to provide additional medical and behavioral health staffing to the jail. This will ensure that the inmates will continue to receive effective and comprehensive medical and behavioral health services.
HHSA is requesting approval of this amendment, which is adding optional months through December 31, 2022, until the RFP process for comprehensive medical services for detainees in the Yolo County Jails is completed. The extension of these services will allow WellPath to continue these vital services to clients and prevent a gap in services.

Competitive Bid Process/Vendor Performance
On December 3, 2015, HHSA issued Request for Proposal (RFP) to solicit professional medical services for the inmates in Yolo County Jail and JDF. HHSA received two proposals in response to this solicitation. A Review Team composed of representative from HHSA, Probation, Sheriff, the County Administrator’s Office and an outside agency evaluated responses to the RFP. The proposal submitted by this vendor was ranked higher out of the two submissions.
