1. Accept as complete the construction of the AB 900 Jail Expansion Project performed under Agreement No. 18-78 by Broward Builders, Inc.; 
    
2. Accept Budget Summary Table; and
    
3. Authorize the Interim County Administrator to sign and record the Notice of Completion. 

Safe Communities

In 2014, the Board authorized acceptance of local Jail Construction Financing (AB 900) Phase II funds in the amount of $36,295,000 from the Board of State and Community Corrections. These funds were for a capital project to expand the jail detention facility to include new housing, program space, kitchen, and a day reporting center. Additionally, the project renovated portions of the facility to provide additional health and mental health beds, separate booking and intake, and an upgrade/retrofit to the security electronics.
 
On April 24, 2018, the Board approved the project budget and authorized the CAO to execute a construction contract with Broward Builders, Inc. The State Department of Finance approved the contract award at the end of June 2018. Construction commenced at the end of July 2018.
 
On April 7, 2020, the Board approved the first amendment to Agreement No. 18-78 with Broward Builders, Inc. to increase the contingency amount of the contract by $853,110 using the approved state funds. This raised the contract maximum to $35,159,760.
 
The attached Budget Summary Table (Attachment A) represents changes in the funding categories to maximize the use of the State/Grant funds awarded to the County and updates to expense lines based on actual costs to date.  
 
Both phases of the project are complete. The buildings in Phase 1 of the project received certificates of occupancy from the State Fire Marshall in October 2019 (Attachment B);

 The buildings in Phase 2 received certificates of occupancy in August 2021 (Attachment C).

The architect issued their notice of substantial completion on July 10, 2021 (Attachment D). The contractor completed all work in August 2021 and issued a notice of project completion on October 15, 2021. (Attachment E).
 
Staff recommends 1) the Board accept the AB 900 Jail Expansion Project as complete, 2) approve the Budget Summary Table, and 3) authorize the Interim County Administrator to sign and record the Notice of Completion (Attachment F).

The County Administrator’s Office collaborated with the Yolo County Sheriff, County Counsel, County Department of Finance, California Board of State and Community Corrections (BSCC), California State Public Works Board, California Department of Corrections and Rehabilitation (CDCR), California Department of Finance (DOF) and the State Fire Marshall’s Office.
