Authorize the Yolo County Procurement Manager to execute an agreement with CommuniCare Health Centers in an amount not to exceed $250,000 for the period of September 30, 2022, through June 30, 2023, for the provisions of an in-custody substance use disorder program. Recommended Action
- Authorize the Yolo County Procurement Manager to execute an agreement with CommuniCare Health Centers in an amount not to exceed $250,000 for the period of September 30, 2022, through June 30, 2023, for the provisions of an in-custody substance use disorder program; and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions up to $250,000 per fiscal year for fiscal years 2023-24 and 2) issue related option year notices.

Reason for Recommended Action/Background
Yolo County, similar to other counties throughout the nation, has a significant number of individuals with mental health, substance use, or co-occurring disorders who are in jail. In 2017, the County developed a countywide Sequential Intercept Map (SIM) to be used as a framework for analyzing the adult criminal justice system and to identify gaps in the system. These efforts were a collaboration between Yolo County Health and Human Services Agency (HHSA), the County Administrator's Office (CAO), the Yolo County Community Corrections Partnership (CCP), the Board of Supervisors, and numerous providers throughout Yolo County. In total, the group identified 56 gaps/needs for the system and ultimately prioritized nine for all partners to identify funding and solutions.
As partners continued to refine the gaps and needs of our behavioral health/criminal justice system, three gaps that continued to rise on the priority list were to "increase jail programming including more behavioral health services and evidence-based programming," "Navigator(s) to link people to and help coordinate services post-release," and "Need for a transition after an individual's reentry planning is completed." In an effort to close those gaps and expand the in-custody treatment options available for those needing substance use treatment in our community, the CCP has allocated $250,000 annually to the HHSA to contract with a provider to support a 10-bed in custody substance use treatment option for individuals who are in custody for 90 days or longer. CommuniCare Health Centers (CCHC) has a long history of providing substance use treatment in Yolo County and plans to model the in-custody care after its current outpatient services with a specified focus on treatment for individuals in the legal system. CCHC already serves many of our clients and has the resources in place to assist with this service. CCHC has a psychical and established presence in Yolo County, allowing them to provide the necessary support and to better connect the clients with other local resources. CCHC also has established relationships with the Sheriff’s Office, Probation Department, District Attorney’s Office, Public Defender’s Office, and WellPath, our key partners in providing medication assisted treatment (MAT) services.
HHSA request approval of the Yolo County Procurement Manager to sign the resulting agreement to expedite the agreement to allow services to begin. HHSA will be soliciting a formal Request for Proposal (RFP) process sometime in FY23-24 to select an ongoing provider for these critical services. In the short term we have identified that there is an immediate need to begin offering these in-custody substance use treatment services.

Under guidance from the Department of General Services, Procurement Division on April 27, 2022, HHSA sent an informal request to its current substance use disorder providers soliciting their interest in contracting for a 10-bed in custody substance use treatment program for individuals who are in custody for 90 days or longer. CommuniCare Health Centers was the only provider who responded with interest in providing these services.

Further explanation as needed:
No general funds are required by this action. These services will be funded by Community Corrections Partnership. The total amount of this action will not exceed $250,000 for the period of September 30, 2022 through June 30, 2023. The amount of $250,000 is included in the HHSA adopted budget for fiscal year 2022-23. The related funding will be included in the requested budget process for future fiscal years.
