Recommended Action

  1. Adopt the plans and specifications for the 2022 Pavement Preservation Project; 
     
  2. Authorize the Director, Public Works Division to sign the Notice to Contractors; 
     
  3. Authorize the Department of Community Services to advertise for competitive bids; 
     
  4. Authorize the Director, Public Works Division, to execute a construction contract with the lowest responsive bidder provided the contract amount does not exceed available funds, or to reject all bids; and
     
  5. Authorize the Director, Public Works Division, to approve all construction change orders, provided the contract amount does not exceed available funds for the project.

Reason for Recommended Action/Background

These actions will allow the Department to solicit competitive bids and promptly proceed with construction of the 2022 Pavement Preservation Project.
 
Background
The proposed County Roads (CR) where pavements will be improved in this project are located throughout the County as shown on the location map (see Attachment A) and listed below:
  • All public roads in the Town of Yolo
  • CR 99W from CR 1 to CR 18
  • CR 8 from CR 90B to CR 99W
  • CR 18 from I-5 to Railroad Tracks
  • CR 19A from CR 99 to Railroad Tracks
The treatment will include digging out and replacing failed areas, applying micro-surfacing, followed by installation of an asphalt rubber chip seal. An application of slurry seal above the asphalt rubber chip seal will be used in portions of the Town of Yolo and on CR 19A. This work will be followed by shoulder work to conform to existing grades and driveways.

The asphalt rubber chip seal portion of the treatment is being partially funded though a $250,000 grant from CalRecycle.  County staff applied for the Rubberized Pavement Grant Program in order to compete for these funds and use a proven, sustainable pavement treatment for over eighteen miles of pavement maintenance.  We estimate some 9,000 ground-up, used rubber tires will be used to create this pavement seal and be diverted from landfills.
 
The project is expected to take approximately 70 working days to complete. There will be no road closures and the contractor will be required to always provide access to residences and businesses. Advance notification signs will be placed to advise motorists to use alternate routes during construction. All roadwork will be done under traffic control that will involve lane closures and minor delays to traffic during the workday.
 
County Planning staff reviewed the project under the California Environmental Quality Act (CEQA) and determined that it is categorically exempt. A Notice of Categorical Exemption was filed with the County Recorder on July 13, 2021.

Collaborations (including Board advisory groups and external partner agencies)

Encroachment permits are required to be secured by the contractor from Caltrans and the California Northern Railroad (Genesee & Wyoming Inc.).

Competitive Bid Process/Vendor Performance

The competitive bid process will be completed in accordance with State law.  Bids will be opened and read publicly at the Department of Community Services.  A contract may only be awarded to the lowest responsive and responsible bidder.

Further explanation as needed:

The engineer’s estimate, including contingency and construction engineering costs, is $6,705,682. Sufficient funds have been budgeted in the FY21/22 Road Fund budget and the recommended FY22/23 Road Fund budget for the 2022 Pavement Preservation Project. Senate Bill 1 (SB 1), the Road Improvement and Accountability Act of 2017, will provide most of the funds for construction along with a grant from CalRecycle for the usage of recycled rubber tires in the asphalt rubber chip seal.
