Adopt resolution listing proposed projects for FY2022-23 funded by Senate Bill 1 (SB-1) Road Repair and Accountability Act of 2017 through the Road Maintenance and Rehabilitation Account (RMRA). (No general fund impact) (Echiburu/Burton)

Recommended Action

  1. Adopt resolution listing proposed projects for Fiscal Year 2022-23 funded by SB-1 Road Repair and Accountability Act of 2017 through the Road Maintenance and Rehabilitation Account (RMRA) and authorize the Chair of the Board of Supervisors to sign the resolution; and
     
  2. Direct staff to forward the resolution to the California Transportation Commission.

Reason for Recommended Action/Background

In 2017, SB-1 was enacted and provided funding for transportation infrastructure maintenance and repair, including the maintenance of local streets and roads. To ensure transparency in the use of RMRA funds, the State requires eligible jurisdictions to adopt a resolution with proposed projects for the upcoming fiscal year. The County's list of proposed projects was selected using Board adopted criteria in 2018:
  • Use the County’s Pavement Management Program to quantitatively identify candidate projects and treatments.
  • Give priority to corridors that serve the most traffic.
  • Consider the likelihood that a corridor or project may qualify for alternative funding sources.
  • Give priority to segments that presently require excessive road repairs.
  • Identify better quality pavements whose life can be extended with preventative maintenance treatments, to extend service life.
  • Schedule projects in a given year within the same general proximity to reduce mobilization costs.
  • Select methods and sequencing to allow material recycling, where feasible, to enhance sustainability.
  • Bundle projects to achieve economies of scale.

Pursuant to the California Streets and Highways Code, section 2034(a)(1), prior to receiving an apportionment of Road Maintenance and Rehabilitation Account (RMRA) funds from the State Controller in a fiscal year, the Board must approve a list of proposed projects pursuant to a resolution adopted at a regular public meeting and submit it to the California Transportation Commission (CTC). The road sections in the project list were presented to the Board of Supervisors during the Public Works road network update on March 22, 2022.

Collaborations (including Board advisory groups and external partner agencies)

The CTC publishes the project lists received from jurisdictions and authorizes the State Controller to disperse RMRA funds to jurisdictions that have submitted project lists.
Department of Financial Services assisted with preparation of the resolution.
County Counsel’s Office approved the resolution as to form.

This action will allow the County to receive SB-1 RMRA funds in FY2022/23. The current estimate of FY2022/23 RMRA revenue is $5,457,341. These funds and the proposed projects are included in the FY2022/23 Road Fund budget.
