Authorize the Yolo County Health and Human Services Agency to participate in and receive Homeless Housing Assistance and Prevention Round 3 Initial Disbursement Funding Allocation in the amount of $182,995.48 from the California Business, Consumer Services, and Housing Agency to provide a range of eligible services to homeless individuals and individuals at imminent risk of homelessness in the County. Recommended Action
- Authorize the Yolo County Health and Human Services Agency (“HHSA”) to participate in and receive Homeless Housing Assistance and Prevention (“HHAP”) Round 3 Initial Disbursement Funding Allocation in the amount of $182,995.48 for Yolo County (“County”) from the California Business, Consumer Services, and Housing Agency (“BCSH”) to provide a range of eligible services to homeless individuals and individuals at imminent risk of homelessness in the County; and
- Authorize the HHSA Director to sign BCSH Agreement No. 22-HHAP-10067, based on the Homeless Housing, Assistance, and Prevention program Authorized Signatories Form, which BCSH is using to authorize the County Administrator and designees to sign this allocation agreement, as well as all related documents required to receive the funding allocation.

Reason for Recommended Action/Background
The Homeless Housing Assistance and Prevention (“HHAP”) Round 3 Initial Disbursement Funding Allocation provides the County with block grant funding to: 1) build on the regional coordination created through previous California Homeless Coordinating and Financing Council grant funding; and 2) to support local jurisdictions in their unified regional responses to reduce and end homelessness.
On May 5, 2020 the Board authorized HHSA to participate in and receive funding allocations for HHAP Round 1 in the amount of $714,826.11. On July 27, 2021 the Board authorized HHSA to participate in and receive funding allocation for HHAP Round 2 in the amounts of $326,778. Staff recommends authorizing acceptance of the HHAP Round 3 Initial Disbursement Funding Allocation to continue the regional responses to reduce and end homelessness. The general purpose of these funds will be to continue to build on regional coordination developed through previous rounds of funding of the HHAP Program.
It is expected that the County will receive its HHAP Round 3 Remainder Disbursement Allocation in the amount of $731,981.94 after approval of the HHAP-3 application and full execution of the the resulting agreement, which will be brought to the Board for approval at a future date.

No general funds are required by this action. The total amount of this action is $182,995.48 in revenue for the time BCSH approves the agreement through October 1, 2026. The amount of $182,995.48 is included in the HHSA approved budget for fiscal year 2021-22. The related funding will be included in the requested budget process for future fiscal years.
