Reason for Recommended Action/Background

On June 23, 2020, the Board of Supervisors approved 52- as-needed/on-call consulting contracts.  When approved, the Board stipulated that any project that is awarded to on-call consultants is subject to a review process that, depending on the size of the contract, may include the County Procurement Agent, the County Administrator's Office, or the Board of Supervisors.

In compliance with the County Administrative Policies and Procedures Manual, the General Services Director is authorized to approve services for emergency work and other non-grant funded repair, construction, and/or urgent design projects under $100,000 with approval from the County's Purchasing Agent and/or the County Administrator's Office depending upon the project funding.  All projects awarded that are over $100,000 or any grant funded work will be brought to the Board of Supervisors for approval.  On-call consultant contracts may be utilized to work on a non-emergency basis, but they do not preclude the County from seeking other firms on the basis or requests for qualifications for any other major project.

Approval is requested for a work authorization in the amount of $13,246 with Douglas Environmental to complete the 2014 Yolo Bypass Drainage and Infrastructure Improvements Study Update and close out the project.
