Competitive Bid Process/Vendor Performance

On August 12, 2008, as a result of Senate Bill 293 in 2006, California legislation added to Chapter 2 of the Unemployment Insurance Code (commencing with Section 14005) relating to job training. SB 293 provides requirements for local Workforce Investment Areas in addition to Workforce Investment Act. 14206(h) Develop local policy on the amount and duration of individual training accounts based upon the market rate for local training programs.

Training grants in the form of Occupational Skills Training Agreements are to be based on the local prevailing market rate for similar training programs. The participant will select a provider through a case consultation process. Criteria to be considered in evaluating the school visited are school location, placement rate, curriculum, hours, and length of training and class size. In addition, the selected training program must be connected with job opportunities in Yolo County, the surrounding area or an area to which the participant is willing to relocate. An Occupational Skills Training Agreement may be established on behalf of an adult, youth or dislocated worker participant to purchase training services only with providers on the California Eligible Training Providers List (ETPL).
