Adopt budget resolution increasing the Yolo County Airport 2021-22 budget by $10,670 from General Fund Contingency due to additional work requested by the Central Valley Regional Water Quality Control Board to achieve closure for the Crop Duster Loading Area and Curtis Paint Stripping Pond, and authorize the Director of General Services to sign a Work Authorization with Kleinfelder to increase the agreement by $10,670 for the additional scope of work. (General fund impact $10,670) (4/5 vote required) (Yarris)  

Recommended Action

  1. Adopt budget resolution increasing the Yolo County Airport fiscal year 2021-22 budget by $10,670 from General Fund Contingency due to additional work requested by the Central Valley Regional Water Quality Control Board to achieve closure for the Pesticide Loading Area (modeling and addendum) and Curtis Pond (map of neighboring buildings); and
     
  2. Authorize the Director of General Services to sign a Work Authorization with Kleinfelder  to increase the agreement by $10,670 for the additional scope of work for the Limited Site Characterization Work Plan for the Curtis Paint Stripping Pond and Crop Duster Loading Area Project.

Reason for Recommended Action/Background

On December 15, 2020 the Board of Supervisors approved the Limited Site Characterization Work Plan for the Curtis Paint Stripping Pond Project. The project proposed to install four groundwater monitoring wells in the area of the Curtis Pond and collect 20 surface samples in the vicinity of the crop duster loading area and adjacent drainage ditches.

In January 2021, Kleinfelder began work on the project marking boring locations for utility clearance by underground service alert (USA), clearing them with a private utility locator and drilling the four wells at the Curtis Pond area and sampling the Pesticide Loading Area. However, additional work was required due to unforeseen circumstances which caused the need to process a change order to complete such work.  The Underground Service Alert (USA) markers identified a water line in the drilling area of the proposed well MW-4, south of the former Curtis Pond. The Well MW-4 could not be safely installed and had to be moved farther south in an area cleared by USA.

Currently, Kleinfelder has submitted a proposal to prepare a report addendum for the Crop Duster Loading Area which includes, soil to groundwater modeling, mapping nearby residences and a site closure addendum report for the amount of $10,670.
