Reason for Recommended Action/Background

On August 17, 2020, the County of Yolo issued a Notice of Request for Statement of Qualifications (RFSQ) for Diversity, Equity, and Inclusion (DEI) Consulting Services.  

Through this competitive process, the County of Yolo sought an expert to help it develop a comprehensive plan to strengthen DEI efforts in its organizational practices. The County of Yolo outlined the following scope of services it anticipated would lead it to the creation of a viable plan, which included:
  • Leadership Readiness Assessment and Training
  • Employee DEI Climate Survey
  • Employee Focus Groups
  • Review of Yolo County Policies and Procedures
Tangible Development, LLC, a consultancy based out of Latham, New York was awarded this contract, and work commenced in February 2021.  Over the last year, Tangible Development:
  • Met with Yolo County Department Heads and Assistant Department Heads, who completed a DEI Leadership Readiness survey, and received capacity building training from March-May 2021.
  • Met with the Yolo County project lead, and the Inclusion and Diversity Work Group monthly.
  • Launched a DEI Climate Survey administered by Siena College Research Institute and Tangible Development.  Personalized links were emailed to all Yolo County employees. The online survey was available in English and Spanish, and completed by 668 employees in June-July 2021.
  • Completed 41 focus groups with 218 participants from August-October 2021.
  • Completed a document review of DEI-related policies and procedures from several County departments from June-October 2021.
  • Released its Diversity, Equity and Inclusion Assessment Findings, Recommendations and extensive supporting documentation in February 2022.
Tangible Development will provide the Board with a presentation to share its methodology, findings, and recommendations to improve and expand DEI policies, practices, and training opportunities for all Yolo County employees.
