Authorize the Procurement Manager to execute an agreement, as well as any necessary financial amendments, with CommuniCare Health Centers for the provision of juvenile justice community behavioral health services for a total amount not-to-exceed $329,195 for the period of April 1, 2022 through June 30, 2023, with optional three 1-year extensions. (No general fund impact) (Sullivan)

Recommended Action

  1. Authorize the Procurement Manager to execute an agreement for juvenile justice community behavioral health services, and any necessary financial amendments with CommuniCare Health Centers, Inc for a total amount not to exceed $329,194.77 for the period of April 1, 2022 through June 30, 2023 with optional extension years in 2023-24, 2024-25 and 2025-26; and 
     
  2. Delegate authority to the Health and Human Services Agency (HHSA) Director or her/his designee to: 1) exercise optional year extensions through 2025-26 in an amount less than or equal to $266,159.84 per fiscal year; and 2) issue related option year notices.

Reason for Recommended Action/Background

Under this agreement, CommuniCare Health Centers will provide mental health, family counseling and/or substance abuse treatment services to up to 50 justice-involved youth at any given time who are under the age of 21 years and are residents of Yolo County or have system involvement in Yolo County. Services and treatment will be community-centered rather than facility-based and patterned upon evidence-based or best practice models of treatment, incorporating principles of resiliency and recovery. Services will be informed by Probation Case Plans, and often driven by Court orders.
 
Currently, there is an agreement in place for these services between Probation and CommuniCare Health Centers which ends on March 31, 2022. Oversight of the contract for these services is transitioning to HHSA. A Request for Proposals process was conducted, and CommuniCare Health Centers was ultimately selected to provide these services going forward. To ensure there is no lapse in service, HHSA requests the Board the Supervisors authorize the Procurement Manager to execute this new agreement.
 
Performance Measures will be included in the provider agreement.

County Counsel will approve Agreement as to form.

Competitive Bid Process/Vendor Performance

On October 19, 2021, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community-based organizations to provide Juvenile Justice Services Community Behavioral Health Services. A bidder’s conference was held, and the RFP was open for 34 days. HHSA received two proposals from this solicitation. The proposal submitted by CommuniCare Health Centers was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

No general funds are required by this action. These services will be funded by various funding streams such as Federal Financial Participation; MHSA JJCPA and STOP. The total amount of this action is $329,194.77 for the period of April 1, 2022 through June 30, 2023. The amount of $66,580.35 is included in the HHSA adopted budget for FY2021-22. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2026 nor shall the total contract maximum exceed the amount of ONE MILLION NINETY-FIVE THOUSAND THREE HUNDRED FIFTY-FOUR DOLLARS AND SIXTY-ONE CENTS ($1,095,354.61), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
