Recommended Action
- Approve sole source justification (Att. A) and second work authorization with Consero Solutions (Att. B) for additional grant writing and project management services, increasing total compensation by $25,000, for a new maximum of $75,000; and
- Adopt budget resolution (Att. C) for $25,000 general fund contingency use to fund the additional Consero Solutions' grant writing and project management services.

Reason for Recommended Action/Background
The Board approved a prior work authorization for this vendor at their August 31, 2021 meeting (Item #32), authorizing $50,000 to fund grant writing assistance for the purpose of identifying, compiling, and submitting local water, wastewater, and groundwater recharge projects for emergency drought funding available from the state and federal government. Work completed under the previous work authorization includes:

The attached work authorization amendment and sole source justification (Attachments A and B) will fund completion of five (5) additional applications to the State Water Resources Control Board's "SAFER" program. Local projects identified for submittal to the SAFER program include:
- Knights Landing CSD: Drinking Community Drinking Water System Improvement (~$25M)
- Knights Landing CSD: Waste Water System Repair and Upgrade
- Water/Wastewater Regionalization Feasibility Study (focus on Cacheville CSD, KLCSD, and CalAM/Dunnigan expansion of services)
- Small Community Drinking Water Meter Installation (Cacheville, Madison, and Knights Landing CSDs)
- Additional application, not yet identified
Staff will continue to work with the public and local agencies to identify additional projects through the WRA's "Drought Task Force" and the Yolo Subbasin Groundwater Sustainability Agencies "Drought Contingency Planning Committee". Regular updates on the status of these funding applications will be provided to the Board with the standing monthly drought updates.

Collaborations include: Yolo County OES and Environmental Health divisions, the Water Resources Association of Yolo County, the Yolo Subbasin Groundwater Sustainability Agency, and various special districts.
Competitive Bid Process/Vendor Performance
This vendor is the only vendor on the County's On-Call Contracts List who provides grant writing services. A Sole Source Justification is provided as Attachment A.
