Reason for Recommended Action/Background
Background
After approval of this item, staff was informed that the First 5 Yolo proposal amount was incorrect and that the funding request had been adjusted down to $1,300,000 instead of the original $2,560,000 amount. To clarify this proposal, staff returned to the Children, Youth, and Families workgroup and the associated Board Liaisons and recommended that the First 5 Yolo be right-sized to fit the proposal and to reallocate the funding. Below is the recommended change to the recommendation, which would supplement existing proposals and would provide $185,000 in funding to the Boys and Girls Club. That funding for the Boys and Girls Club would only be partial funding, but the Children, Youth, and Families workgroup no longer have funds to allocate. However, at the Board meeting on April 12, the Board approved $700,000 in ARP funding for the Boys and Girls Club project. Staff recommends using $185,000 from the CYF category and pulling the remaining $515,000 from the Reserves' category in ARP funding.
This proposed recommendation does not change the amount of funding to be used by the Children, Youth, and Families workgroup under the Childcare category. Rather, it adjusts based on the First 5 Yolo proposal and provides funding to projects that would have been otherwise funded with additional funding in this category. The Children, Youth, and Family category will have $3,100,000 remaining after this adjustment, with $2,200,000 allocated for the Needs Assessment Implementation, $600,000 for projects demonstrating equitable outcomes, and $300,000 for child welfare.
At the Board of Supervisors (Board) meeting on February 22, 2022, the Board approved the Children, Youth, and Families American Rescue Plan (ARP) recommendation for Childcare and the Yolo County Office of Education Needs Assessment (Roadmap to the Future). The following table illustrates the recommendation presented by staff, the workgroup, and the board liaisons that was subsequently approved by the Board.
