Approve first amendment to Agreement No. PO 4080 with Mental Health Management I, Inc. dba Canyon Manor for mental health rehabilitation center (MHRC) residential services to add funding in the amount of $600,000 for 2021-22; add funding in the amount of $550,000 for 2022-23; add funding in the amount of $550,000 for 2023-24 for a revised contract maximum of $3,350,000 for the period of July 1, 2021 through June 30, 2024; add rates for 2022-23; increase option year funding; and update and clarify language in the Agreement. Recommended Action

  1. Approve first amendment to Agreement No. PO 4080 with Mental Health Management I, Inc. dba Canyon Manor for mental health rehabilitation center (MHRC) residential services to add funding in the amount of $600,000 for Fiscal Year (FY) 2021-22; add funding in the amount of $550,000 for FY 2022-23; add funding in the amount of $550,000 for FY 2023-24 for a revised contract maximum of $3,350,000 for the period of July 1, 2021 through June 30, 2024; add rates for FY 2022-23; increase option year funding; and update and clarify language in the Agreement ;and 
     
  2. Re-delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to exercise optional year extensions and issue related notices, not to exceed $1,100,000 per FY 2023-24 and $1,100,000 per FY 2024-25, for a 5-year maximum payment obligation not to exceed $5,550,000.

Reason for Recommended Action/Background

Mental Health Management I, Inc. dba Canyon Manor provides services to Seriously Mentally Ill (SMI) adults, stepping them down to lower levels of care whenever possible, reducing acute psychiatric admissions and length of stay and Institute for Mental Disease placements. This facility provides goal-directed treatment, reduced lengths of stay, offers great collaboration and communication, while also being closer to home for the conserved clients.

Staff recommends approval of this amendment to align funding with current costs and allow for continuation of these vital services for the most in need but difficult to place severely mentally ill clients the County serves.

County Counsel approved this Amendment as to form.

Competitive Bid Process/Vendor Performance

The agreement was procured via a Sole Source approved by the Yolo County Procurement Manager.
 
The Department confirms Canyon Manor has performed satisfactorily on the current agreement.

No general funds are required by this action. These services will be funded by realignment. The action increases the contract by $1,700,000 by adding $600,000 to FY 2021-22 and $550,000 to FY 2022-23 and $550,000 to FY2023-24 for a new contract maximum of $3,350,000 for the period of July 1, 2021 through June 30, 2024. The amount of $600,000 is included in the HHSA adopted budget for FY 2021-22. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the agreement extend beyond June 30, 2026, nor shall the total contract maximum exceed, including the one of one-year extension options, exceed the amount of FIVE MILLION FIVE HUNDRED-FIFTY THOUSAND DOLLARS ($5,550,000), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Board of Supervisors.
