Approve agreement with Psynergy Programs, Inc. in the amount of $1,500,000 for the period of July 1, 2022 through June 30, 2025 for the provision of acute and/or sub-acute psychiatric inpatient services or specialty mental health services to eligible Yolo County Beneficiaries. Recommended Action
- Approve agreement with Psynergy Programs, Inc. in the amount of $1,500,000 for the period of July 1, 2022 through June 30, 2025 for the provision of acute and/or sub-acute psychiatric inpatient services or specialty mental health services to eligible Yolo County Beneficiaries; and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions up to $500,000 per fiscal year for fiscal years 2025-26 and 2026-27 and 2) issue related option year notices. Please see Section III. of Att. A. Agreement.

Reason for Recommended Action/Background
Psynergy Programs, Inc. operates Adult Residential Facilities (ARF), Residential Care Facilities for the Elderly (RCFE) and outpatient mental health clinics in proximity to Yolo County. Psynergy Programs, Inc. has demonstrated that providing reliable adult residential home care in combination with intensive outpatient mental health services can help individuals with mental illness avoid the unnecessary expense and emotional trauma often associated with incarceration and hospitalization. The goal of Psynergy Programs, Inc.’s services are to improve each individual’s quality of life, to help individuals gain the skills and ability necessary to stay out of locked hospital settings, and to move into a less restrictive living arrangement in the community.
Approval of this agreement will allow current consumers continued placement with Psynergy Programs, Inc., and help the County in providing specifically needed services for seriously mentally ill and conserved consumers, thereby reducing the risk of placement at a higher level of care facilities, including locked long-term hospital settings.

No general funds are required by this action. These services will be funded by Core Mental Health Funds. The total amount of this action is $1,500,000 for the period of July 1, 2022 through June 30, 2025. The amount of $500,000 is included in the HHSA proposed budget for fiscal year 2022-23. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2027 nor shall the total contract maximum exceed the amount of TWO MILLION FIVE HUNDRED THOUSAND DOLLARS ($2,500,000), unless otherwise agreed to in writing by the Parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
