Recommended Action

Approve second amendment to Agreement No. 21-194 with Yolo Wayfarer Center to extend the term of the agreement through September 30, 2022; increase funding in the amount of $51,485 for a new contract amount of $311,485 for the period of December 22, 2020 through September 30, 2022; and to revise line item amounts in the budget and update and clarify language in the agreement for the provision of Emergency Shelter/Non-Congregate Shelter as a subrecipient of the Emergency Solutions Grant-Coronavirus Round 2.

Reason for Recommended Action/Background

On or about June 1, 2020 the California Department of Housing and Community Development released a Notice of funding Availability (NOFA) for the Federal Emergency Solutions Grant Program Coronavirus (ESG-CV). The funding was allocated to the Homeless and Poverty Action Coalition (HPAC) for the purpose of preventing, preparing for, and responding to coronavirus. On or about June 24, 2020, HPAC voted to make Yolo County the administrative entity for the ESG-CV funds. On or about December 22, 2020, the County entered into State Agreement No. 20-ESGCV1-0035 (“State Contract”) with the Department of Housing and Community Development (“Department”), via the Department’s administration of the Federal CARES Act Emergency Solutions Grants (“ESG-CV”) Program, pursuant to the provisions of the 2020 Federally enacted Coronavirus Aid, Relief, and Economic Security Act, Title XII, Homeless Assistance Grants Section (“CARES Act”) and any waivers including the HUD Mega-Waiver dated April 1, 2020,  and where not superseded by the CARES Act, pursuant to the provisions of 42 USC 11371; 42 USC 11378; 24 CFR Part 576; all as shall be amended from time to time.
 
On or about June 9, 2021 Department of Housing and Community Development amended the State Contract to add ESG-CV Round 2 funding. On or about March 15, 2022, the Department of Housing and Community Development amended the State Contract to add additional ESG-CV Round 2 funding to be used for the categories of Emergency Shelter, Street Outreach, and Administration.
 
Approval of this Amendment will allow Yolo Wayfarer Center to continue providing  emergency shelter services for individuals at 1901 East Beamer Street. The overnight shelter has converted to 24/7 operations for individuals in response to COVID-19, which will continue with the addition of day services in order to keep populations separated to reduce potential spread of infection. Health screening, social distancing and sanitation protocols are in place. The project serves approximately 300 individuals annually. Direct services are provided by a program manager, case managers, and client care coordinators (formerly support staff). The program design is aligned with the Continuum of Care’s Written Standards (HPAC), Housing First Best Practices, and California Core Practices. Detailed Program Rules, Policies, and Procedures are maintained to ensure compliance with promising and evidence-based practices, as well as funding requirements.

Performance Measures were included in agreement No. 21-194 and are not being changed by this Amendment.

Yolo County Homeless Poverty Action Coalition (HPAC)

Competitive Bid Process/Vendor Performance

To determine the awards of the ESG CV Round 2 funding, a local selection process was held by non-conflicted members of the Yolo County Homeless Poverty Action Coalition (HPAC). The HPAC selection panel reviewed and scored each proposal and made its award recommendations to the HPAC Board. The HPAC Board voted and approved this award.

The Department confirms Yolo Wayfarer Center has performed satisfactorily on the current agreement.

No general funds are required by this action. These services will be funded by Housing and Community Development ESG-CV Round 2. The total amount of this action is $51,485 for the period of December 22, 2020 through September 30, 2022. The amount of $51,485 is included in the HHSA adopted budget for fiscal year 2021-22.
