Recommended Action
- Approve sixth amendment to Agreement No. PO 3647 with Crestwood Behavioral Health to increase funding in the amount of $2,027,000 by increasing Fiscal Year (FY) 2021-22 funding by $1,027,000; and FY 2022-23 funding by $1,000,000 for a new contract maximum of $8,752,000 for the period of July 1, 2020 through June 30, 2023 for the provision of 24-hour, long term mental health residential and rehabilitation services for Seriously Mental Ill (SMI) adults; increase option year funding; update the maximum payment obligation; add rates for FY 2022-23; and add a scope of services for Lanterman-Petris-Short (LPS) evaluation services; and update and clarify language; and
- Re-delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions up to $3,000,000 per fiscal year for fiscal years 2023-24 and 2024-25 and 2) issue related option year notices. Please see Section III. of Att. A. Fourth Amendment.

Reason for Recommended Action/Background
Crestwood Behavioral Health, Inc. operates eighteen long-term facilities for adult psychiatric consumers. Consumers are placed into various facilities depending on the level of care needed and on the specialization of the facility.
Due to the limited availability of psychiatric beds statewide, Yolo County contracts with all available psychiatric residential facilities in the surrounding area to ensure access to adequate availability for our consumers.
Approval of this amendment will allow the County to pay remaining FY 2021-22 invoices and will provide funding to maintain the continuity of medically necessary care for consumers currently in treatment at the various facilities of Crestwood Behavioral Health, Inc. This amendment will allow HHSA to continue to reduce State Hospital and Acute Psychiatric Hospital placements and ensure access for consumers to all services necessary to live in the least restrictive setting.

No general funds are required by this action. These services will be funded by Realignment and/or IGT. The action increases the contract maximum by $2,027,000 for a total of $8,752,000 for the period of July 1, 2020 through June 30, 2023. The amount of $1,027,000 is included in the HHSA proposed budget for FY2021-22. The related funding will be included in the requested budget process for future fiscal years.
The following is the breakdown of funding for this agreement.
The agreement also includes two one-year extension options for July 1, 2023 through June 30, 2024 and July 1, 2024 through June 30, 2025 in an amount less than or equal to $3,000,000 per fiscal year.
In no event shall the term of the Agreement extend beyond June 30, 2025 nor shall the total contract maximum exceed the amount of $14,752,000 unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
