Recommended Action

  1. Adopt budget resolution increasing the Animal Services budget by $52,517 for the purchase of various equipment totaling $139,406; and
     
  2. Approve amendment to the FY 21-22 Authorized Equipment List allowing the purchase of the fixed assets.

Reason for Recommended Action/Background

Yolo County, through the Sheriff’s Office Animal Services Section, is contractually responsible for providing all cities, unincorporated areas, and the campus of UCD with animal control ordinance enforcement, dog licensing, shelter operation and spay/neuter education services. In the past fiscal years, the Sheriff’s Office has contracted with the City of Davis, City of West Sacramento, City of Winters, City of Woodland, and UCD to receive reimbursement for these services, with the agreement that any unspent portion of annual payment resulting from unanticipated animal service savings will be placed in an "Animal Services Trust" for future shelter projects, animal services equipment, or replacement items. 

Animal Services staff have identified the following fixed asset items that are in immediate need of replacement:
  • Forklift Purchase - This project will replace an existing forklift which has aged beyond repair and useful life.  Fleet has recommended replacement with an electric model which will reduce emissions and eliminate the need to purchase propane to operate.  Because the lead time to receive the item from the manufacturer is 2-3 months, Animal Services staff has decided to purchase the forklift now and continue to work with GSD on the installation of the necessary charging station at the shelter while waiting for delivery. Estimated cost of this project is $52,517 and will be funded by Animal Services Trust Fund balance.
  • Purchase of Ten (10) Replacement Radios - This project will replace the two-way handheld units in current use with dual-band radios.  Dual-band radios are needed to meet the mandatory Project 25 (P25) compliance standards for inter-operation between regional law enforcement and other support agencies. By replacing the two-way radios with dual-band radios, staff can continue to communicate with other public safety agencies such as West Sacramento, Davis, Sacramento, and other jurisdictions, eliminate inadequacies, and serve the general public in a more efficient manner.  This is especially important for officer safety during fire season when Animal Services staff are usually out in the field and in constant communication with other jurisdictions. Cost of this project is $86,889 and will be funded by Animal Service FY 2021-22 budget.
Because these items are fixed assets, the Sheriff's Office is also requesting Board authority to amend the 2021-22 Authorized Equipment List.

Collaborations (including Board advisory groups and external partner agencies)

The contracted cities have been notified of these purchases and have approved the Sheriff's Office plan. County Counsel has approved the attached resolution as to form. Fleet has assisted with identifying need and obtaining quotes for the forklift. Purchasing will assist with the procurement of the fixed assets.

Competitive Bid Process/Vendor Performance

A three bid process will be used to purchase any fixed asset items, excluding items that have service or pricing based on an existing Master Contract.

Further explanation as needed:

There is no associated cost to the County by approving the budget resolution and no General Fund or Public Safety Funds are required to purchase the fixed assets. The Animal Services FY 2021-22 Budget and the Animal Services Trust have sufficient funding to purchase the requested equipment. The Sheriff’s Office now requests approval of a budget resolution to move $86,889 from the major object of Services and Supplies to the major object of Equipment and $52,517 from the trust to the Animal Services FY 2021-22 operating budget. $139,406 will be moved into the major object Equipment to purchase the fixed asset items.
