Approve second amendment to Agreement No. 21-174 with Interfaith Rotating Winter Shelter dba Heart of Davis to add ESG-CV1 funding in the amount of $47,000; and reduce ESG-CV2 funding by $376,566.79 for a new contract maximum of $338,433.21, for the period of August 1, 2021 through February 2, 2022, and to clarify language in the agreement for the provision of Rapid Rehousing as a subrecipient of the Emergency Solutions Grant-Coronavirus Round 2 and Round 1.

On or about June 1, 2020 the California Department of Housing and Community Development released a Notice of funding Availability (NOFA) for the Federal Emergency Solutions Grant Program Coronavirus (ESG-CV). The funding was allocated to the Homeless and Poverty Action Coalition (HPAC) for the purpose of preventing, preparing for, and responding to coronavirus. On or about June 24, 2020, HPAC voted to make Yolo County the administrative entity for the ESG-CV funds. On or about December 22, 2020, the County entered into State Agreement No. 20-ESGCV1-0035 (“State Contract”) with the Department of Housing and Community Development (“Department”), via the Department’s administration of the Federal CARES Act Emergency Solutions Grants (“ESG-CV”) Program, pursuant to the provisions of the 2020 Federally enacted Coronavirus Aid, Relief, and Economic Security Act, Title XII, Homeless Assistance Grants Section (“CARES Act”) and any waivers including the HUD Mega-Waiver dated April 1, 2020, and where not superseded by the CARES Act, pursuant to the provisions of 42 USC 11371; 42 USC 11378; 24 CFR Part 576;  all as shall be amended from time to time.
 
On or about June 9, 2021 Department of Housing and Community Development amended the State Contract to add ESG-CV Round 2 funding. The funds being added with this amendment are ESG-CV Round 1 funds that, after approval from the Homeless and Poverty Action Coalition, were taken from another contract and re-allocated toward the Bridge Program Rapid Rehousing project carried out by Interfaith Rotating Winter Shelter dba Heart of Davis. The reduction to the ESG-CV2 budget is being made in order to bring the budget down to actual costs for this agreement and un-encumber remaining funds for use in another contract.
 
Approval of this Second Amendment will allow Interfaith Rotating Winter Shelter dba Heart of Davis to continue providing rapid rehousing services for individuals living homeless in Davis, CA. The Bridge Program will continue allowing individuals to maintain non-shelter housing while waiting for housing vouchers and project-based housing. The program will include case management services for program participants, as well as a landlord incentive program to help anyone with a housing voucher find housing in Davis.

ESG CV Round 2 funding was a local selection process held by non-conflicted members of HPAC that reviewed and scored each proposal, made a recommendation to the HPAC Board, and as a result of the HPAC Board votes this proposal was selected.

HHSA confirms the Interfaith Rotating Winter Shelter dba Heart of Davis has performed satisfactorily in the services provided while under the current agreement.HHSA also recognizes this vendor did not perform satisfactorily in the area of funding leading to Interfaith Rotating Winter Shelter dba Heart of Davis having to stop services early necessitating HHSA to contract with a different provider to complete contract requirements.
