Recommended Action
- Approve agreement with Yolo County Children’s Alliance in the amount of $158,250 for the period of July 1, 2022 through June 30, 2023 for the provision of Yolo Basic Income Pilot Program (YOBI); and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions up to $158,250 per fiscal year for fiscal years 2023-24 and 2024-25 and 2) issue related option year notices. Please see Section F. of Att. A. Agreement.

Reason for Recommended Action/Background
Provide YCCA with the incentive funds for the target and control groups within the Yolo Basic Income Program (YOBI). The incentive budget is based on 148 participants receiving $100.00 per quarter for 4 full quarters. The total for this four quarters/12-month budget is $68,250. Also, provide wage & operating expenses budget to YCCA for the Yolo Basic Income Program (YOBI). This budget is for .50 FTE YCCA management wages, WEX expenses not covered in the CalWorks funding and operating expenses for 12 months. The total for this 12-month budget is $90,000.
YCCA is uniquely posed for facilitating the Benefit Counseling and conducting the surveys and peer interviews for the Yolo Basic Income (YOBI) pilot program because their program already has experience with these services within the Yolo County Community. They also serve our current YOBI population, as well as other similar populations within Yolo County, so they are familiar with barriers and needs. YCCA has several other contracts with HHSA providing a variety of different services to our participants. They continue to perform satisfactorily or above expectations, and we anticipate that they will continue to meet our expectations

No general funds are required by this action. These services will be funded by YOBI/Donations. The total amount of this action is $158,250 for the period of July 1, 2022 through June 30, 2023. The amount of $158,250 is included in the HHSA proposed budget for fiscal year 2022-23. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2025 nor shall the total contract maximum exceed the amount of FOUR HUNDRED SEVENTY-FOUR THOUSAND SEVEN HUNDRED FIFTY DOLLARS ($474,750), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
