Approve agreement with Yolo County Housing (YCH) for property management services for the Intergovernmental Transfer House and property acquisition and renovation services in support of the Diversionary Housing Project, in an amount not to exceed $575,000, for the term July 1, 2022 through September 30, 2033; and approve amended Agreement (CSI YOLO-01A) with the California Health Facilities Financing Authority to add YCH as a partner in the Diversionary Housing Project. Recommended Action

  1. Approve Agreement with Yolo County Housing (YCH) for property management services for the Intergovernmental Transfer House (in an amount not to exceed $350,000 annually) and for property acquisition and renovation services in support of the Diversionary Housing Project (in a one-time amount not to exceed $225,000) for the term July 1, 2022 through September 30, 2033; and
     
  2. Grant authority for Interim County Administrator Chad Rinde to sign the amended Agreement (CSI YOLO-01A) with the California Health Facilities Financing Authority to add YCH as a partner in the Diversionary Housing Project.

Intergovernmental Transfer House
In March of 2017, the Board of Supervisors approved an agreement for the purchase of a single-family residence in Woodland, using Intergovernmental Transfer (IGT) funds to enhance the continuum of care for the Medi-Cal-eligible and justice-involved population making additional transitional housing available.  As our partner in property management, title of the property (IGT House) was subsequently transferred to Yolo County Housing (YCH).
 
The purpose of the IGT House is to provide safe, stable shelter for justice-involved individuals, coupled with mandated wrap-around services focused on meeting their behavioral health and basic health needs.  This includes substance use disorder and mental health treatment, linkages to oral health and health services, and health services for prevention and management of chronic disease.  The IGT House program is managed by the Probation Department on behalf of the Community Corrections Partnership (CCP).
 
Since the IGT House became operational in March of 2018, it has served 31 clients.  Of those, 15 successfully completed the program; 9 were evicted from the program; 1 did not move in due to medical issues; 1 relapsed but a spot in the program is being held; and 5 are currently in the program.
 
The agreement with YCH continues property management services for the IGT House which are covered CCP funds.
 
Diversionary Housing Project
In April of 2019, the CCP applied for, and was awarded, a $1,000,000 Community Services Infrastructure Grant from the California Health Facilities Financing Authority to establish the Diversionary Housing Project (DHP). The DHP is intended to provide additional housing and expand access to treatment services for individuals with a mental health and/or substance use condition, at risk for homelessness and involved in the criminal justice system.  The original plan was to purchase two properties for the project.  As the cost of properties, as well as renovation supplies and labor, has increased considerably since the inception of the project, the DHP is now being reduced to just one property.
 
The DHP House will be operated similar to the IGT House with Probation overseeing the program, the CCP covering ongoing property management costs and YCH holding title to the property and providing property management services.  The agreement with YCH makes it possible for YCH to assist with property acquisition efforts and proceed with necessary renovations and furnishings of the property once purchased.  The agreement with YCH also recognizes the grant requirement that the DHP House be kept in its intended use for 10 years.  Once the property is purchased, an amendment to the agreement will be brought forward to recognize ongoing property management services.
 
The amended Agreement (CSI YOLO-01A) with the California Health Facilities Financing Authority adds YCH as a partner in the Diversionary Housing Project which will allow YCH to hold title to the property.

Competitive Bid Process/Vendor Performance

As YCH serves as the County’s sole property management partner, a competitive bid process is not applicable.  The Probation Department confirms YCH has performed satisfactorily on the current agreement.

The Community Corrections Partnership has historically funded annual property management costs for the IGT House and has included these costs in its 2022-23 fiscal budget. Property acquisition and renovation costs for the DHP House will be fully reimbursed through the $1,000,000 Community Services Infrastructure Grant from the California Health Facilities Financing Authority.
