Reason for Recommended Action/Background
The County of Yolo received a letter (Attachment A) on April 13th from the Yocha Dehe Wintun Nation's ("Yocha Dehe") efforts to strengthen and protect the Tribal Gaming Industry. The County and Yocha Dehe have enjoyed a strong government-to-government relationship over many decades that has preserved and enhanced services to our respective constituents and the community. This has been strengthened by an intergovernmental agreement.
As determined most recently in an economic study performed in 2017, some highlights of the economic impacts that the Cache Creek Casino and Resort ("CCCR") makes to the local economy are as summarized follows:
As determined most recently in an economic study performed in 2017, some highlights of the economic impacts that the Cache Creek Casino and Resort ("CCCR") makes to the local economy are as summarized follows:
- The CCCR is one of the County's top employers with 1,898 jobs and helps to create a total of 3,483 jobs when additional indirect and induced jobs are considered.
- Direct tax and revenue sharing payments (2017 figures) of $39.6 million annually including $21.7 million federal, $5.7 million state, and $12.1 million locally of which Yolo County receives approximately $6.2 million for general purpose use.
These economic contributions have only grown over time since the last formal study.
In response to the request, County staff are requesting the Board take a position of support for the Tribal Sports Wagering Measure and position of opposition to Corporate Online Gaming Measures. County staff reviewed materials with the Tribal Subcommittee and prepared the attached letter of support (Attachment B). This letter affirms that Tribal Governments have acted to operate and regulate the gaming industry in a responsible manner while also contributing significant economic benefits (as further described above) to local economies. The letter also expresses appreciation of the significant benefits of our government-to-government relationship in Yolo County.
