Recommended Action
Approve fourth amendment Agreement No. PO 3646 with Vista Pacifica Enterprises, Inc. to increase funding in the amount of $175,000 by adding $100,000 to Fiscal Year 2021-22 and $75,000 to Fiscal Year 2022-23 for a new contract maximum of $1,345,000 for the period of July 1, 2020 through June 30, 2023, and to update and clarify language in the Agreement for the provision of providing 24 hour supervised clinical care to adults with severe mental illness.

Reason for Recommended Action/Background
Health and Human Services Agency has been providing consistent and quality care in secure residential settings, when deemed necessary, for the safety and stability of individuals with Severe Mental Illness (SMI) served by the local Mental Health Plan. Vista Pacifica Center in Riverside operates an Institute for Mental Disease (IMD) program in Riverside, providing treatment and care to Yolo County SMI beneficiaries since 2016. The program offers specialized treatment including pharmacological, therapeutic, and rehabilitative interventions in a safe and secure environment. These services are available in a 24-hour care, non-state hospital locked setting to referred adults who are conservatees of Yolo County Public Guardian and require treatment in such a secure environment.
Prior amendment reduced the annual funding used to cover costs to place clients with severe mental illness, many of whom are under a temporary or annual conservatorship order, in secure residential setting for an extended period time. This prior reduction was informed by use and annual cost data for this contractor in prior fiscal years as the County developed additional placement options with other Contractors for this same population. Unfortunately, the County has seen an overall increase in clients needing this level of care, thus we now need to augment the annual budget for this vendor to be able to meet the needs of both pre-existing and new Yolo County SMI beneficiaries. Further, this augmentation will hopefully reduce the need for end-of-year amendments to cover remaining invoices/costs.
This Fourth amendment adds funding in the amount of $100,000 to augment and cover remaining invoices for Fiscal Year 2021-22 and increases Fiscal Year 2022-23 by $75,000 based on current year actuals, projections, and clarifies language in the Agreement.

The action increases the contract maximum by $175,000, by increasing for Fiscal Year 2021-22 by $100,000 and Fiscal Year 2022-23 by $75,000 for new contract maximum of $1,995,000, for the period of July 1, 2020 through June 30, 2023. No general funds are required by this action. These services will be funded by Realignment. The amount of $100,000 is included in the HHSA adopted budget for Fiscal Year 2021-22. The amount of $75,000 is included in the HHSA proposed budget for Fiscal Year 2022-23. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2025 nor shall the total contract maximum exceed the amount of ONE MILLION NINE HUNDRED NINETY-FIVE THOUSAND DOLLARS ($1,995,000), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
