Recommended Action
- Approve second amendment to Lease Agreement No. 19-274 with Yolo County Housing Authority (YCHA) to add funding in the amount of $405,048 for FY 2022-23 for a revised maximum payment obligation of $1,370,490.60; increase the rent and property management monthly amounts; and add 10 additional service units located in Woodland, for the provision of a collaboration with YCHA to provide housing support to CalWORKs referred families experiencing homelessness; and
- Re-Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to 1) exercise an optional year extension up to $635,448 for fiscal year 2023-24 and 2) issue related option year notices. Please see Exhibit B of Att. A. Second Amendment.

Reason for Recommended Action/Background
Approval of this amendment will allow Yolo County to continue collaborating with Yolo County Housing Authority (YCHA) to provide housing support for up to twenty-two (22) CalWORKs families experiencing homelessness by adding an additional 10 service units to the current agreement with YCHA. Under this agreement, YCHA executed a master lease agreement with Portale Properties, LLC for 12 units in the Merkley Apartment complex for availability to CalWORKs homeless families as referred by the Yolo County CalWORKs program. This amendment also increases monthly rental and property management fees as needed to continue providing these services. These units meet livable standards pursuant to the American with Disabilities Act (ADA). YCHA provides full scope property management services; ongoing site maintenance; tenant relations and are located in Woodland and West Sacramento.

County Counsel has approved this Agreement as to form.
Competitive Bid Process/Vendor Performance
Per the Yolo County Procurement Policy dated January 1, 2019, the services included in this agreement are exempt from the competitive selection process, as this agreement is with a local government entity.

No general funds are required by this action. The total amount of this action is $405,048 for the period of October 15, 2019, through June 30, 2023. These services will be funded by CalWORKs. The amount of $405,048 is included in the HHSA recommended budget for fiscal year 2022-23. The related funding will be included in the requested budget process for future fiscal years.
The following is the breakdown of funding for this agreement.
The agreement also includes one (1) optional extension for FY 2023-24 in an amount less than or equal to $635,448.
In no event shall the term of the Agreement extend beyond June 30, 2024, nor shall the total contract maximum exceed the amount of TWO MILLION FIVE THOUSAND NINE HUNDRED THIRTY-EIGHT DOLLARS AND SIXTY CENTS ($2,005,938.60) otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
