Recommended Action

Approve first amendment to Agreement No. 21-293 with Yolo County Children's Alliance to add funding in the amount of $33,000 for Fiscal Year 2021-22 for a new contract maximum of $2,733,000 for the period of January 1, 2022, through June 30, 2023; and to update the lifetime maximum; and to clarify language in the agreement, for the provision of CalWORKs Stage One Childcare services.

Reason for Recommended Action/Background

California Welfare Reform provides for three stages of childcare services and payment systems. Stage One Child Care Services are mandated and funded by the California Department of Social Services (CDSS) and begins upon entry of a person into the CalWORKs or CalLearn Public Assistance Programs.

On or about December 30, 2021, the County entered into a two-year Agreement with Yolo County Children's Alliance from January 1, 2022, through June 30, 2023, to provide these mandated services.

Approval of this agreement will add an additional $33,000 in CalWORKs funding that is needed to pay for the remaining FY2021-22 invoices.

Competitive Bid Process/Vendor Performance

On September 13, 2021, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community-based organizations to provide Stage One Childcare Services. The RFP was open for just over four weeks and staff offered potential bidders an opportunity to ask questions during a Bidders Conference on September 22, 2021. Bidders were offered the opportunity to submit proposals by dropping off a paper proposal directly at HHSA.

HHSA received one proposal(s) from this solicitation. The proposal submitted by Yolo County Children's Alliance was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

No general funds are required by this action. These services will be funded by CalWORKs. The action increases the contract maximum by $33,000 for a total of $2,733,000 for the period of January 1, 2022, through June 30, 2023. The amount of $33,000 is included in the HHSA adopted budget for FY2021-22. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2026, nor shall the total contract maximum exceed the amount of EIGHT MILLION ONE HUNDRED THIRTY-THREE THOUSAND DOLLARS ($8,133,000), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
