Recommended Action

  1. Approve Intergovernmental Agreement for Grant Administration Services between the County of Yolo and Yolo County Housing; and
     
  2. Authorize the County Administrator or Designee to sign amendments to the agreement exhibits that do not result in an increase to the annual not-to-exceed amount of $100,000.

Reason for Recommended Action/Background

The County participates in many Housing, Community and Economic Development Programs in the State of California and federally through the U.S. Department of Agriculture and the U.S. Department of Housing and Urban Development; and receives funding following the approval of County grant applications. Yolo County Housing administers a variety of public housing programs within Yolo County, and it has substantial expertise in local housing, economic development and community development issues, and other matters relevant to the programs outlined above. The County has contracted with Yolo County Housing since 2016 under Agreement 16-57 to assist in the management and administration of specified housing, economic development, and community development programs within Yolo County and provide a range of related services. The most recent amendments to Agreement 16-57 (Att. A) extended the term to June 30, 2022 (Agreement No. 21-130 approved on June 29, 2021) and updated the billing rates (Agreement No. 21-277 approved on November 23, 2021). The County and YCH would like to continue this grant administration partnership through a new Intergovernmental Agreement for Grant Administration Services for the term July 1, 2022, through June 30, 2025 (Att. B).

The County Administrator's Office requests approval of this 3-year agreement, with an annual not-to-exceed amount of $100,000 (for a total not-to-exceed amount of $300,000); and authorization for the County Administrator or Designee to sign Amendments to update the Agreement Exhibits so long as the amendments do not result in an increase to the annual and total not-to-exceed amounts. This will allow the County and YCH to flexibility to update the Scope of Work to reflect any new grant awards and amend the hourly billing rates on an annual basis.

Competitive Bid Process/Vendor Performance

Under federal procurement guidelines set forth in 24 CFR 85.36, public entity interagency contracts for common supplies and services are encouraged, and such contracts are exempt from the requirements that otherwise apply under the guidelines. The Department confirms Yolo County Housing has performed satisfactorily on the current agreement.

Annual maximum of $100,000 for services provided by YCH staff. To the extent possible, these expenses will be reimbursed by available grant funds. Any non-reimbursable expenses will be paid through the CAO budgeted general fund. General Fund funding for the fiscal year budgeted at the $80,000 limit.
