Reason for Recommended Action/Background
American Rescue Plan Background
On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan, which included $3,000,000 for projects under the Food Security priority category. The Board then subsequently reviewed and provided direction on certain food security funding at the January 25, 2022, board meeting and expressed support for funding the Center for Land-Based Learning. Staff has worked with the Center for Land-Based Learning to develop the final contract, which is recommended for approval with this staff report. Additional information on the scope of the contract with the Center for Land-Based Learning and performance measures are described below:
Center for Land-Based Learning- Mobile Market Truck
Funding this contract with the Center for Land-Based Learning will help the Center for Land-Based Learning oversee and implement two programs. The first is an urban farm program that supports beginning farmers in West Sacramento in establishing and developing economically viable urban farms and serving the communities in which they are located. The second program is a mobile market truck with the primary goal of expanding operations throughout Yolo County (i.e., Woodland, Dunnigan). This project connects urban and beginning farmers with low-income and senior communities disproportionately impacted by COVID-19 and provides them with improved access to fresh and healthy fruits and vegetables. The performance measures and outcomes associated with this project include establishing the mobile market truck, tracking the number of market stops per week, and tracking the number of low-income and senior community members accessing the market.
