Recommended Action

  1. Adopt Authorized Position and Salary Resolution to implement changes in the Community Services Department, Health & Human Services Agency and Library; and
     
  2. Approve an accelerated merit step increase for a Child Welfare Services Manager in the Health and Human Services Agency from Step 1 to Step 3 for exceptional qualifications and pay equity, effective November 6, 2022.

See Attachment A for changes to the Authorized Position and Salary Resolution.
 
Human Resources recommends the Board approve the request from Health & Human Services Agency to grant an accelerated merit step increase to Step 3 for Salaam Shabazz, Child Welfare Services Manager, for exceptional qualifications and to ensure pay equity, effective November 6, 2022. The Board of Supervisors may adjust the salary of an incumbent to any step within the salary range in order to correct inequities, reward outstanding achievement and performance, or for other reasons acceptable to the Board. Mr. Shabazz has over 20 years of experience in providing mental health and crisis response services and working in both front line and leadership capacities with children, youth and families involved with Child Welfare. Additionally, the accelerated merit step increase is being recommended to avoid any negative financial impacts on the incumbent, as Mr. Shabazz is promoting from the class of Social Worker Supervisor II, where supervisors routinely work overtime to support the workload, participate in the stand-by and call back process, and respond to emergencies. This action will result in a 10.2% increase for the incumbent.
