Adopt budget resolution using Public Administrator FY 2022/23 budgeted funds for the purchase of a 20-foot storage container and approve the amendment to the fy 2022-23 Authorized Equipment List. (No general fund impact) (Lopez/Johnson)

Recommended Action

  1. Adopt budget resolution to move $7,200 in FY 2022/23 Public Administrator budgeted funds from major object Services and Supplies to major object Equipment for the purchase of a 20-foot storage container; and
     
  2. Approve amendment to the FY 22-23 Authorized Equipment List allowing the purchase of the container.

Reason for Recommended Action/Background

The Yolo County Sheriff’s Office Public Administrator’s Section is responsible for managing the estates of Yolo County decedents without a next of kin in California, without a will, or when ordered by the Court.  As a result, the Public Administrator is often tasked with protecting the personal property of the decedent from waste or theft. This can include storing property, personal effects, and valuable items until they can be released to the next of kin. This necessitates a secure storage area at the Sheriff’s Office campus accessible to only the Public Administrator.
 
The Sheriff’s Office currently utilizes a small area in the Evidence Storage Facility, however the amount of Public Administrator property and records needing storage has exceeded the available space and there is not enough room in their small office for surplus storage of items. Additionally, there is the issue of Public Administrator items not having a separate storage location from other types of property held by the Sheriff’s Office. The Public Administrator has determined that the use of a secured shipping container for their storage needs is the best and most economical solution. The Sheriff’s Office has used these types of containers in the past for extra storage of records and equipment. The 20-ft shipping container will be in a secure area on the Sheriff’s Office campus and will only be utilized by the Public Administrator staff.
 
The cost of the 20-foot storage container will be purchased using budgeted FY 2022/23 funds. The decision to purchase this shipping container now instead of mid-year using expenditure savings is due to the overall shortage of these types of containers available for purchase. Waiting until mid-year could potentially eliminate any stock available now. 
 
Because this item is a fixed asset, the Sheriff's Office is also requesting Board authority to amend the 2022-23 Authorized Equipment List.

Collaborations (including Board advisory groups and external partner agencies)

County Counsel has approved the attached resolution as to form. Purchasing will assist with the procurement of the fixed assets.

A three bid process will be used to purchase any fixed asset items.

Further explanation as needed:

There is no associated cost to the County by approving the budget resolution and no new General Fund or Public Safety Funds are required to purchase the fixed assets. The FY 2022/23 Public Administrator Recommended Budget has sufficient funding to purchase the requested equipment. The Sheriff’s Office now requests approval of a budget resolution to move $7,200 from the major object Services and Supplies to the major object Equipment.
