Recommended Action

Approve first amendment to Agreement No. 22-30 with CommuniCare Health Services increasing agreement amount by $273,397, not to exceed $549,267, and extend agreement to June 30, 2023 to provide services/treatment for the Mental Health Diversion Program.

Reason for Recommended Action/Background

In 2021, the District Attorney and Public Defender partnered in asking the Community Corrections Partnership (CCP) for funds to start a Mental Health Diversion Program (Att. C).  This program's goal is to address the needs of the underserved population living with mental illness and are involved in the criminal justice system.

This program address the needs of individuals who have committed crimes based on their mental illness, including substance use disorders.  The program expands the population currently being served by specialty courts, such as Mental Health and Addiction Intervention Courts, by addressing the needs of individuals who have committed less serious crimes driven by a much larger array of mental illness diagnoses.

In Agreement No. 22-30, there is an option to extend this agreement for two (2) one (1) year extensions.  These extensions include the amount of the agreement and terms.  The District Attorney is asking to exercise the first extension (Att. A).  We would like to amend the agreement by increasing the maximum amount of the agreement to $549,267, an increase of $273,397 (Att. B), and extend the agreement to June 30, 2023.

Collaborations (including Board advisory groups and external partner agencies)

The Mental Health Diversion Program is in collaboration with the Public Defender, Sheriff's Office, Probation, CommuniCare, and the Yolo County Superior Courts.

County Counsel has review and signed the amendment with CommuniCare Health Services.

Funding for agreement was budgeted in recommended budget approved June 14, 2022. The District Attorney is exercising their first option to extend agreement to June 30, 2023 and to increase the maximum budget amount by $273,397.
