Reason for Recommended Action/Background
The Board of Supervisors created and charged the Emergency Communications Ad Hoc Board Subcommittee with recommending to the Board of Supervisors standard practices for notifying Supervisors of emergency events unfolding in the County and individual Districts, recommendations on the use of emergency notification systems to apprise the public of emergency events as well as to establish and document relevant practices and processes.
To this end, the Office of Emergency Services (OES) will present the recommendations of the Ad Hoc Board Subcommittee to improve Emergency Communication and Alerts. The subcommittee worked collaboratively to develop the following:
To this end, the Office of Emergency Services (OES) will present the recommendations of the Ad Hoc Board Subcommittee to improve Emergency Communication and Alerts. The subcommittee worked collaboratively to develop the following:
- Policy creation for the Office of Emergency Services to address emergency communication to the board of supervisors (Attachment A).
- Identify the position/function of an Elected Officials Liaison in the County Emergency Operations Center during activations.
- Re-establishing the Disaster Service Council to ensure a comprehensive emergency management system that uses a Whole Community Approach that fully includes individual and community needs. The council would advise the Office of Emergency Services on major plans, policies, recourses, training, and government and non-government relations issues (Attachment B).
Staff recommends approval of the Office of Emergency Services, Board of Supervisors Communication policy, and requests direction to re-establish the Disaster Service Council. OES will work with County Counsel and return to the Board of Supervisors concerning the ordinance covering Disaster Service Council. OES will also work with the district offices to provide training/education on the Emergency Communication Policy.
