Reason for Recommended Action/Background

The County Administrator's Office, Department of Financial Services, and General Services Department held extensive discussions on the future of County's Procurement Division and the Purchasing Agent function.  With the recent appointment of the County's Purchasing Agent to the Director of General Services, staff proposes moving the Procurement Division to the Department of General Services to ensure seamless continuity of operations to best meet the County's needs.  This proposed ordinance amends two sections of the County Code.  First, the proposed ordinance amends the Code to realign the Purchasing Agent to the General Services Department.  Second, the proposed ordinance amends the Code to remove supervision of the Purchasing Agent from the Chief Financial Officer's duties.

The Board is asked to waive the second reading and to adopt the Ordinance to amend the Yolo County Code as set forth in the attached ordinance.  If adopted, the ordinance will become effective 30 days after adoption (October 27, 2022), and a summary of the ordinance will be published in a newspaper of general circulation in Yolo County.
