Recommended Action
- Approve and authorize the Chair to sign the agreement with Patrol Solutions to provide security patrol services for the Arthur F. Turner Community Library in West Sacramento for nine months from October 1, 2022 through June 30, 2023 in an amount not to exceed $25,000 with the option to renew the agreement for up to four additional one-year terms through June 30, 2027; and
- Approve the annual contract amount not to exceed $25,000 per fiscal year.

Reason for Recommended Action/Background
In September 2021, General Services conducted a competitive solicitation for security patrol services. Through that competitive solicitation, Patrol Solutions scored the highest based on a grading matrix and entered into contract with the department in December 2021.
The Arthur F. Turner Community Library in West Sacramento is in need of additional security patrol services from 6 p.m. to 6 a.m. with the goals to keep residents safe, the facility secured, and to prevent vandalism, trespassing, and other criminal acts from occurring on library property. The Turner Library does not have video surveillance equipment, so frequent patrols of the property are required.
Given that Patrol Solutions is already providing similar security patrol services for County facilities, and there is a current contract in place, the County Library is seeking to piggyback on this contract with Patrol Solutions to extend its patrol services to the Turner Library in West Sacramento. Specific services include three nightly inspections by Patrol Solutions, seven days a week, 365 days a year. The scope of the contract is provided in Exhibit C.
The agreement would commence on October 1, 2022 through June 30, 2023, not to exceed $22,000, and include the option to extend the term of the Agreement for up to four additional years through June 30, 2027, with each annual contract not to exceed $25,000. The total amount of the contract over the five year term would not exceed $122,000.
