Approve Utility Relocation Agreement with the Sacramento Area Flood Control Agency (SAFCA) for the relocation of Yolo County communications infrastructure due to SAFCA's Sacramento Weir widening project with relocation costs to be paid by SAFCA, and further approve sole source request to have Astound complete the relocation of the County's affected infrastructure and adopt budget resolution increasing the 2022-23 budget for the Innovation & Technology Services-Telecom Department by $31,385 for relocation of Yolo County communications infrastructure. Recommended Action
- Approve a utility relocation agreement (Att. A) with Sacramento Area Flood Control Agency (SAFCA) for the relocation of Yolo County communications infrastructure due to SAFCA's Sacramento Weir widening project. SAFCA will submit to Yolo County advanced payment of 100% of the estimated relocation costs prior to the start of relocation activity, currently estimated at the amount of $31,385.00. If actual costs exceed estimated costs, Yolo County can submit to SAFCA for the additional costs;
- Approve the sole source request to have Astound, Inc. complete the required relocation of the County's infrastructure (see Att. B); and
- Adopt budget resolution increasing the 2022-23 budget for the Innovation & Technology Services-Telecom Department by $31,385 for relocation of Yolo County communications infrastructure. (Att. C)

Reason for Recommended Action/Background
In an effort to provide higher levels of flood protection for the Sacramento region, the Sacramento Area Flood Control Agency (SAFCA) has implemented a project to widen the Sacramento Weir within Yolo County near the City of West Sacramento. Within the project area there are numerous organizations that have communications infrastructure that is in conflict with the widening of the weir, including Yolo County. This communications infrastructure will need to be relocated to allow the weir widening project to move forward. The attached utility relocation agreement outlines the County and SAFCA's responsibilities for the relocation. The County will relocate its infrastructure at SAFCA's expense. SAFCA will advance payment of the estimated relocation costs prior to the start of relocation activity, currently estimated at the amount of $31,385.00. If actual costs exceed estimated costs, Yolo County can submit to SAFCA for the additional costs.
In addition, staff is requesting approval of the sole source request to have Astound complete the infrastructure relocation work. The attached memo describes the justification for the sole source request. As further explained in the attached memo, Astound is a business partner with Yolo County and has a vested interest in the Project as it will affect services provided to their customers as well. Astound also has an established working knowledge of this infrastructure going back decades. As such, they are more qualified than any other vendor for this work. To hire a new vendor for the services would delay the relocation work and SAFCA's project as SAFCA must have the relocation agreements in place to begin construction.

Competitive Bid Process/Vendor Performance
Astound Business Solutions will be doing the relocation of the infrastructure, as per agreement 00-76 filed March 29, 2000. Yolo County and Astound have a long-standing agreement for sharing infrastructure in this location. Yolo County owns the conduit and Astound has fiber optic cable in the conduit. Twelve strands of the fiber optic cable are owned by Yolo County as part of the previous agreement.
