Approve fourth amendment to Ratification Agreement No. 21-180 with Yolo County Children’s Alliance to add three additional monthly optional extensions for January 2023, February 2023, and March 2023 in the amount of $30,000 per month for a new potential lifetime maximum of $600,000, for the provision of Project Room Key services. Recommended Action

  1. Approve fourth amendment to Ratification Agreement No. 21-180 with Yolo County Children’s Alliance to add three additional monthly optional extensions for January 2023, February 2023, and March 2023 in the amount of $30,000 per month for a new potential lifetime maximum of $600,000, for the provision of Project Room Key services; and
     
  2. Re-delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to 1) exercise optional monthly extensions up to $30,000 per month for January 2023, February 2023, and March 2023 and 2) issue related optional monthly notices. Please see Section 2. Att. A. Fourth Amendment.

Reason for Recommended Action/Background

The Yolo County response to the COVID-19 pandemic includes providing locations for individuals living homeless to shelter in place, specifically in non-congregate settings.  Emergency funding sources which support the motels and transportation services require that the County provide behavioral and other social services to individuals at these locations. Health & Human Services Agency is addressing this requirement by contracting with providers to fulfill unique roles with all individuals in the motels:  Homeless Services Lead, Case Manager, Runner, and Caller. 
 
The first amendment added funding in the amount of $30,000, which increased the monthly amounts for September and October 2021 by $15,000 for a new monthly amount of $30,000. The first amendment also included monthly optional extensions through December 2021. While the second amendment added another 6 monthly optional extension through June 2022 in an amount not to exceed $30,000 per month.
 
The third amendment extended the term of the Agreement through July 31, 2022, and added five additional monthly optional extensions through December 31, 2022, in an amount not to exceed $30,000 per month.
 
HHSA requests the approval of this fourth amendment which is adding three additional monthly optional extensions through March 2023 in an amount up to $30,000 per month. Approval of this amendment will allow Yolo County Children’s Alliance to continue providing these vital services to our vulnerable population and provide flexibility for a smooth and timely transition as remaining Project Room Key hotel sites transition clients to alternative housing locations. 
 
Performance Measures are not associated with this Agreement.

Competitive Bid Process/Vendor Performance

This Agreement was sought through a Sole Source and approved by the Yolo County Procurement Manager.
The Department confirms Yolo County Children’s Alliance has performed satisfactorily on the current agreement.

No general funds are required by this action. These services will be funded by ESG-CV2. This amendment adds monthly optional extensions in the amount of $30,000 per month for January, February and March 2023. If optional extensions are exercised the new lifetime maximum of the agreement will be $600,000.

In no event shall the term of the Agreement extend beyond March 31, 2023 nor shall the maximum payment obligation exceed the amount of SIX HUNDRED THOUSAND DOLLARS ($600,000), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
