Recommended Action
- Approve agreement with the Homeless and Poverty Action Coalition (HPAC) using American Rescue Plan funds in the amount of $121,446 for the period of January 1, 2023, through June 30, 2024, to ensure HPAC solidifies as a new non-profit to meet the critical federal, state, and local needs of a homeless continuum of care (CoC) through active engagement with County Leadership, partnerships with community-based organizations, and private partners; and
- Delegate authority to the Interim Manager of Procurement to sign the agreement.

Reason for Recommended Action/Background
American Rescue Plan Background
On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan, which included $7,500,000 for projects under Housing & Homelessness priority category. The Board then subsequently reviewed and provided direction on certain housing and homelessness funding at the October 25, 2022 Board meeting and expressed support for funding the proposal from Homeless and Poverty Action Coalition (HPAC). Staff has worked with Homeless and Poverty Action Coalition to develop the final contract, which is recommended for approval with this staff report.
Homeless and Poverty Action Coalition
Funding this contract with the Homeless and Poverty Action Coalition will enhance emergency and crisis response targeting disproportionately impacted communities and individuals by focusing on employment opportunities, increased shelter opportunities, and prevention efforts, and will enhance the housing continuum of care by increasing the diversity of affordable interim/permanent supportive housing. The performance measures and outcomes associated with this project include tracking the number of grants HPAC applies for, tracking the total amount of dollars raised through the contract period, and to create an effective relationship between the Board and staff with County officials and nonprofit organizations. No competitive bid is required. The countywide ARP funds were allocated as part of the Board's FY2021-22 budget hearing on September 28, 2021. The Board provided direction of ARP funds set aside for Housing & Homelessness at the December 7, 2021 Board of Supervisors meeting.
