Reason for Recommended Action/Background
The County currently accepts major appliances, such as washers, dryers, refrigerators, stoves, etc., at the Yolo County Central Landfill (YCCL) from residents and businesses, seven days a week. On average the YCCL processed 12,000 units per year. Due to the composition of these appliances, a variety of hazardous waste, such as Freon, Polychlorinated Biphenyls (PCBs), oil, etc. must first be removed before the units can be recycled. Over the past three years, Yolo County has been operating under an agreement which requires a significant amount of labor to stage and prepare these units for the appliance servicing contractor, then handle the units again to load into dumpsters to be hauled off for recycling, via another appliance recycling contractor. The industry services have shifted since we last bid this agreement, so we were able to issue a Request for Proposals (RFP) in October 2022 which combined these services together. The County received three complete and competitive bids that will reduce our overall cost in labor to manage appliances at the YCCL for the next two years.
In addition to the regular acceptance of appliance, Yolo County partners with the City of Davis and Woodland and offers all Yolo County unincorporated residents one or two vouchers per year to properly dispose of appliances at no charge. Each city allows for two appliances per year and the County offers up to four appliances per year via these bulky waste coupons. The Division of Integrated Waste Management (DIWM) also promotes the collection of appliances that have been illegally dumped along county roadsides through our Good Neighbor Program. If a resident brings in an appliance illegally dumped along a county road, the DIWM will accept the unit at no charge from the customer and also rewards the customer by giving them a certificate to bring in up to a full-size pickup truck of their own waste at no charge.
Without convenient access to proper recycling of appliances for households and businesses, these items are sometimes disposed of illegally. Cleanup of illegally dumped waste often includes County personnel from multiple departments and divisions, including Environmental Health, Roads, and Integrated Waste Management. More importantly, improper venting of Freon containing units, such as refrigerators, freezer, and air conditioning units, can lead to further environmental damage. Therefore, staff recommends that the Board of Supervisors approve the agreement with Professional Logistic Services, Inc. to ensure YCCL can continue to offer convenient disposal options to our community.

Two other proposals were received from Campos Bros. and Schnitzer Steel, however both were disqualified for failure to meet RFP requirements.

This agreement shall have no general fund impact. The Division of Integrated Waste Management (DIWM) collects a fee for appliances at the Yolo County Central Landfill and Esparto Transfer Station to cover the proper collection, transportation, servicing and recycling of appliances. DIWM will be saving on labor as part of this new contract and will evaluation during the FY 23-24 budget process whether we can reduce the cost per appliance charged as a result of this new contract.
