Subject

Adopt plans and specifications for the Wood Duck Well Pump Station construction for the Wild Wings County Service Area. (No general fund impact) (Lindbo/Villa)

Recommended Action

  1. Adopt the plans and specifications for the Wood Duck Well Pump station construction; 
     
  2.  Authorize the Director of Community Services to sign the Notice to Bidders; and
     
  3. Authorize the Department of Community Services to advertise for competitive bids.

Reason for Recommended Action/Background

These actions will allow the Department to solicit competitive bids for the Wood Duck Well Pump station construction.

Background
The Wild Wings County Service Area operates two groundwater well stations, Canvasback and Pintail, which provide municipal drinking water to the Wild Wings Community.  In the past three years, the local groundwater levels have declined at an accelerated rate due to prolonged drought conditions.  While there was elevated rainfall in the Winter of 2022-2023, the wells are experiencing lower than expected recovery.  In August 2021, County staff applied for grant funding for the construction of a new municipal water supply well for the community to increase water supply reliability.  The project includes construction of the Wood Duck Pump Station and the Pintail Arsenic removal plant.  

In November 2021, the Department of Water Resources (DWR) awarded Small Community Drought Relief program grant funding to support the project in the amount of approximately $3.1 million. The Board adopted an Initial Study/Mitigated Negative Declaration and approved the Project on January 24, 2023.  However, due to the need to change the location of the new well, which will require additional infrastructure to connect the new well to the existing water system, as well as increased high levels of inflation and supply chain issues, the engineers drafting the project plans anticipate a significant shortfall because the project is expected to be much higher than the available grant funding.  Approving this item will allow County staff to obtain bids for construction that will guide further negotiations with the DWR to try and increase the grant funding.  Staff will return to the Board for award of the project construction agreement after bids are opened and DWR determines if additional grant funding will be available for the project.

Collaborations (including Board advisory groups and external partner agencies)

Luhdorff and Scalmanini Consulting Engineers completed the technical provisions and specifications. The Wild Wings County Service Area Advisory Committee has received updates and supports the well construction at the Wood Duck site. The Department of Water Resources of the State of California approved a grant agreement for funds for this project. Procurement has reviewed the bidding documents. 

Competitive Bid Process/Vendor Performance

The competitive bid process will be completed in accordance with State law. Bids will be opened and read publicly at Yolo County Administration Building, 625 Court Street, Atrium Training Room, Woodland, CA 95695. A contract may only be awarded to the lowest responsive and responsible bidder.
