Approve agreement with The Management Trust for the period of January 1, 2023, through December 31, 2023, subject to final approval from County Counsel, for operation and maintenance of the Wild Wings Golf Course for a flat monthly management fee of $8,025.

On December 6, 2022, the Yolo County Board of Supervisors approved a mutual termination of the agreement with Kemper Sports Management Inc. for the operation and maintenance of the Wild Wings Golf Course, effective December 31, 2022.  County Staff negotiated with The Management Association, Inc., dba The Management Trust ("TMT"), to perform temporary operation and maintenance of the Wild Wings Golf Course over the next year (Attachment A).  This temporary management agreement will allow County Staff the opportunity to prepare a request for proposals and conduct a competitive RFP process in accordance with Yolo County Procurement policy for a new management agreement for the Wild Wings Golf Course. TMT is currently managing the Wild Wings Homeowners Association.  The management agreement with TMT includes a flat monthly management fee of $8,025, but this fee includes accounting costs and other costs that were charged in addition to the management fee under the prior management agreement, with anticipated savings in overall expenses for management services while the RFP is process is completed, as reflected in the draft budget prepared by TMT (Attachment B).  

Attachment A is the latest draft completed of the temporary management agreement as of the release of this staff report.  A few issues remain under discussion between Staff, County Counsel's office, and TMT with respect to the terms of the temporary management agreement, but due to the need to have a management operator in place for the Golf Course by January 1, 2023, staff requires authority to approve the temporary agreement since the next Board meeting is not until January 10, 2023.  However, no changes are anticipated with respect to the proposed monthly management fee or budget and any further edits or revisions will be subject to approval by County Counsel.  The attached agreement will be replaced with an updated version prior to the Board meeting if it is further revised.

County Staff will commence a Request for Proposals/Qualifications for the operation and maintenance or lease of the Wild Wings golf course in 2023 with the goal of having a long-term agreement in place no later than January 1, 2024.
