Approve and authorize the Chair to sign State Agreement No. 22-10699 with California Department of Public Health in the amount of $2,858,198 for the period of July 1, 2022, through June 30, 2027, for the provision of public health and medical emergency preparedness. (No general fund impact) (Sullivan)

Recommended Action

  1. Approve and authorize the Chair to sign State Agreement No. 22-10699 with California Department of Public Health in the amount of $2,858,198 for the period of July 1, 2022 through June 30, 2027 for the provision of public health and medical emergency preparedness;
     
  2. Authorize the Yolo County Procurement Manager, or designee, to execute any non-financial extensions or amendments of the Agreement upon approval as to form by County Counsel; and
     
  3. Authorize the Director of Health and Human Services Agency, or designee, to execute any fiscal and program forms and reports required under this Agreement, including forms and reports required under any extensions or amendments thereto.

Reason for Recommended Action/Background

This Agreement is made under the authority of California Health and Safety Code, Sections 101315 to 101319. The California Department of Public Health (CDPH) receives federal funds from the National Hospital Preparedness Program and Public Health Emergency Preparedness Cooperative Agreement Programs. The legislature has appropriated the federal funds to CDPH in the annual Budget Act for allocation by CDPH to the local health jurisdiction and/or local entity.
 
The purpose of this agreement is to provide funding for public health and medical emergency preparedness goals and objectives in accordance with the Centers for Disease Control and Prevention (CDC) Public Health Emergency Preparedness (PHEP), the Assistant Secretary for Preparedness and Response (ASPR) Hospital Preparedness Program (HPP), State General Fund Pandemic Influenza, and CDPH guidance.
 
The Board has previously approved HHSA to accept funding for public health and medical emergency preparedness services, with the most recent agreement being approved July 18, 2017 for the period of July 1, 2017 through June 30, 2022 in the amount of $2,442,310.
  
Staff recommends the approval of this agreement to continue providing these vital services to Yolo County families.
